<br /> City Manager Everett discussed concept of a zero based budget, and need for <br /> establishing guidelines to prepare budget alternatives that meet Council's <br /> expressed wishes. <br /> Councilman Murray advised using 1% of fund balance to address deficit would <br /> not present a fiscal problem for the City, and he agreed, that the Council <br /> had no interest in a budget that was more than 4% over the FV 1991/92. <br /> Councilman Claire suggested budget alternatives be presented in three <br /> columns including data representing: the zero based model preferred by <br /> Councilman Greenalch, the maximum 4% recommended by the City Manager, and <br /> the programs wanted by the department heads not to exceed 4%, all with <br /> justifications of necessity and fiscal implications. <br /> IT WAS RECOMMENDED BV COUNCILMAN GREENALCH AND SECONDED BV COUNCILMAN <br /> MURRAV TO DIRECT THE CITV MANAGER TO BRING TO COUNCIL A BUDGET WITH A 4% <br /> CAP AS A GUIDELINE, AND TO INCLUDE COUNCILMAN CLAIRE'S SUGGESTION OF THREE <br /> COLUMNS OF DATA FOR COMPARISON <br /> Council Members Buchan, Claire, Greenalch, Murray, Stangel and Mayor La <br /> Berge approved the guidelines with Councilman Bury disapproving. <br /> MEMO 2/4/92 <br /> Council Members discussed value of department head reports on their desired <br /> programs if no funds available to finance them; amount of detail in budget <br /> that would be useful; transient occupancy tax delayed for a year; and use <br /> of 4% maximum as guideline to include operations and maintenance only. <br /> --------------------------------------------------------------------------------- <br /> 2.
