Discussion of Budget Process <br /> City Manager Everett and Council Members discussed proposed calendar and <br /> dates for next Budget Study Sessions as follows: <br /> April 6, 1992 - Mid-year Budget Review <br /> June 15, 1992 - Budget Study Session <br /> June 22, 1992 - Budget Study Session <br /> June 30, 1992 - Final Budget Study Session <br /> July 6, 1992 - Public Hearing on Budget, introduce Ordinance <br />E. Budgetary Options and Intended Guidelines <br /> City Manager Everett described the contractual agreements the City has with <br /> its labor groups and recommended a maximum budget increase of 4% over the <br /> FY 1991/92 budget as a guideline for the FY 1992/93 budget. <br /> Councilman Greenalch stated he was opposed to Options 2, 3 and 4, <br /> (increasing revenue, drawing down reserves and changing policies regarding <br /> utility user taxes), and requested that the Finance Department prepare a <br /> budget using 1991/92 figures except the inclusion of all contractual <br /> agreements, and the financial implications of that budget. Councilman <br /> Greenalch asked for a balanced budget, and advised there might be layoffs <br /> to reach this goal.
