5. PUBLIC HEARINGS None ---------------------------------------------------------------------------------- "- 6. MATTERS OF COUNCIL INTEREST A. Discussion of policy regarding requests for financial assistance (413-03) Council discussed requests for financial assistance from individuals or groups on an emergency and non-emergency basis, and the merits of establishing a fund to cover this situation. CONSENSUS: It was determined by the Mayor that it was the consensus of the Council to continue the current policy which is to refer non-emergency requests to the appropriate board, committee or commission for recommendation to the Council, and bring all other requests directly to Council for immediate consideration. Councilwoman Buchan responded to the Memorandum from Councilman Murray to the Mayor and Council dated February 5, 1992 regarding Union Cemetery, which posed questions about the administration of the management plan, citizen involvement and establishing a Blue Ribbon Committee. Councilwoman Buchan I advised that there is a citizen advisory group in place, the Park and Recreation Commission, which is to receive the report about the management plan. The plan will set priorities, facilitate grant requests, and give the structure to implement the plan. In response to Councilman Murray's questions, Park and Recreation Commissioner Swope described plans for input . --~ I I into the draft plan from all stakeholders, Park and Recreation Commission I I review and recommendation, and Council consideration and approval; establishment of non-profit on-going entity for administration and maintenance; and the need for volunteers to assist in this program. I I Nita Spangler, 970 Edgewood Road, thanked Commissioner Swope and Parks, Recreation and Community Services Director Griffiths for their work on behalf of Union Cemetery, provided historical background, and spoke in favor of current process to development long term plan.
