Discussion of policy regarding requests for financial assistance (413-03) <br /> Council discussed requests for financial assistance from individuals or <br /> groups on an emergency and non-emergency basis, and the merits of <br /> establishing a fund to cover this situation. <br /> CONSENSUS: It was determined by the Mayor that it was the consensus of the <br /> Council to continue the current policy which is to refer non-emergency <br /> requests to the appropriate board, committee or commission for <br /> recommendation to the Council, and bring all other requests directly to <br /> Council for immediate consideration. <br /> MEMO 2/11/92 <br /> ------------------------------------------------------------------------------- <br /> B. Councilwoman Buchan responded to the Memorandum from Councilman Murray to <br /> the Mayor and Council dated February 5, 1992 regarding Union Cemetery, which <br /> posed questions about the administration of the management plan, citizen <br /> involvement and establishing a Blue Ribbon Committee. Councilwoman Buchan I <br /> advised that there is a citizen advisory group in place, the Park and <br /> Recreation Commission, which is to receive the report about the management <br /> plan. The plan will set priorities, facilitate grant requests, and give the <br /> structure to implement the plan. In response to Councilman Murray's <br /> questions, Park and Recreation Commissioner Swope described plans for input . --~ I <br /> I <br /> into the draft plan from all stakeholders, Park and Recreation Commission I <br /> I <br /> review and recommendation, and Council consideration and approval; <br /> establishment of non-profit on-going entity for administration and <br /> maintenance; and the need for volunteers to assist in this program. I <br /> I <br /> Nita Spangler, 970 Edgewood Road, thanked Commissioner Swope and Parks, <br /> Recreation and Community Services Director Griffiths for their work on <br /> behalf of Union Cemetery, provided historical background, and spoke in favor <br /> of current process to development long term plan. <br /> C. Councilman Murray advised the Council Committee on Airport Noise would meet i <br /> at 5:30 p.m. on Tuesday, February 10th with staff of San Carlos Airport and I <br /> Board of Supervisors representatives. í. <br /> ------------------------------------------------------------------------------- <br />7.
