210 <br />Minutes of Regular Weekly Study Meeting <br />Redwood City Council <br />June 20, 1966 7:30 P. M. <br />Meeting called to order at 7:30 P. M. by Mayor Herkner. <br />Discussion held on appointments to vacancies on various Commissions. Council was <br />informed Joe Tanouye had indicated his willingness to serve another term on the <br />Architectural Committee. Council was also advised Planning Commission had been <br />notified it would be necessary for them to appoint a representative to serve on <br />this Committee as Mr. Nobler's term has expired. <br />Council was also informed Bill Oeser, recently appointed to fill an unexpired <br />term on the Planning Commission had indicated his willingness to continue serving <br />on this Commission. It was pointed out Charles Randlett's term had expired and he <br />is ineligible for reappointment unless the restrictive policy is waived. Council- <br />man Keckley urged policy be waived as he felt Mr. Randlett should be retained on <br />the Commission because of his background and experience. <br />It was noted both Bill Rockas and Andrew Spinas were eligible to serve another <br />term on the Library Board of Trustees and had consented. <br />Action deferred to regular meeting. <br />Mayor Herkner stated he had prepared a suggested procedure for handling of proposed <br />resolutions and ordinances prior to meetings for Council's information. Council- <br />man Rosselli asked this statement be submitted in writing prior to discussion and <br />placed on Agenda next week. Councilmen Granger and Keckley also indicated their <br />agreement that this material should be submitted in writing. Item deleted from <br />this Agenda and continued to next week, Mayor's statement to be submitted for <br />review. <br />At request of Councilman Rosselli, City Manager briefly reviewed positions in the <br />Personnel System which had been re -studied as a result of appeal period instituted <br />this year, such as Maintenanceman II, Associate Engineer, Traffic Engineer, and <br />others. He stated these positions had now been reviewed by the Personnel Board and <br />their final recommendation placed them in categories originally recommended by <br />Staff, to be retroactive to January 1, 1966. <br />He also reviewed reclassifications recommended for both Water Operations Super- <br />visor and Police Matron -Supervisor, resulting in increases for both effective <br />July 1, 1966, and not retroactive. He stated specifications would be on Council <br />Agenda of June 27th for approval. <br />He also reported four positions in the Collector's office, which had been requested, <br />for review to more accurately reflect duties in these positions, and which job <br />specifications were to be finally reviewed by the Personnel Board on July 12th, and <br />would be presented to Council on July 18th. City Manager stated recommendation made ^! <br />for z step increases and that they be made retroactive to January lst, costs <br />amounting to only some $15.00 per month each, as Staff felt personnel should not be <br />penalized for processing not having been completed. <br />
