195 <br />Minutes of Regular Monthly Study Meeting <br />Redwood City Council <br />June 13, 1966 7:30 P.M. <br />Pledge of Allegiance led by Councilman Granger. <br />Invocation led by Councilman Keckley. <br />ON ROLL CALL the following were noted present: Councilmen Robert H. Bury, Floyd D. <br />Granger, Mary W. Henderson, Paul C. Keckley, Mayor Sidney D. Herkner, and City <br />Clerk Helen C. Moore. Councilmen Herbert G. Petersen (entered the meeting at 7:50 <br />P.M.) and John S. Rosselli were noted absent. Also noted present were City Manager <br />Howard C. Ullrich, City Attorney Richard E. Gardella, Assistant City Manager Henry <br />V. Burget, Police Chief William Faulstich, Planning Director Ken Schroeter, Zoning <br />Coordinator William Shackelford, Deputy City Engineer Mel Moen, Water Superintendent <br />Warren Mitchell, Building Inspector S. H. Kreiss, and Deputy City Clerk Marian McCrindle. <br />Councilman Bury moved to approve Minutes of Regular Meeting of June 6th, and Minutes of <br />Adjourned Regular Meeting of June 8th, 1966, seconded by Councilman Keckley and carried. <br />Mayor Herkner commented on recent discussion with some Council members concerning desira- <br />bility of reading ordinances and resolutions in full at time they are before Council <br />for consideration. He advised Resolution No. 2188 adopted by the Council in 1957 <br />stated that ordinances and resolutions of Council could be introduced and adopted by <br />the reading of the title only, unless two or more Councilmen requested the resolu- <br />tion or ordinance be read in full. He stated this would be the guideline for present <br />action if there was no objection of Council members. Councilman Henderson stated <br />her willingness to abide by Council policy as long as she receives copies of all <br />proposed ordinances and resolutions for her study before intended action. Councilman <br />i <br />Granger stated same information should be given to ail Council members alike. <br />Progress Report, GID 1-64. City Manager announced Mr. James Reiter, Project Engineer of <br />Engineering Consultants, DMJM, would present Redwood Shores progress report. <br />Mr. Reiter reviewed accomplishments since last report and outlined discussion held <br />at last regular control Meeting concerning ownership development plan, dredging and <br />dewatering plans, proposed computer model, and review of proceedings on award of <br />first sale of bonds. <br />He stated since bond sale, authorization had been received to begin design and <br />specifications for dredging interior waterway system, plans and specifications for <br />first large area of site preparation, and for extending further interior fills for <br />site preparation work on other areas. He further reviewed meetings held by DMJM <br />Staff Planning Department with Leslie Properties to discuss various land develop- <br />ment proposals for 1966-67. Mr. Reiter advised of other studies consisting of <br />interim settlement observation program to record readings of settlement based on <br />fixed bearing plates, and of their intention to reduce scope of this program as <br />readings didn't vary enough to justify full scope of present program. He also advised <br />of another phase of settlement reduction program which consisted of making borings <br />in advanced areas and subjecting them to laboratory tests, from which predictions <br />can be made as to amount of settlement in various development areas. <br />Mr. Reiter also recommended that consideration now be given to purchase of seismic <br />recorders, which had been purposely delayed until after bond sale.
