firm as consultants under the participation agreement. Councilman Henderson re-
quested clarification on statement in resolution pertaining to interim water pre-
ssure and was advised by Water Superintendent this statement included at the request
of property owners and pressure was considered as being minimum but adequate.
Motion seconded by Councilman Granger and carried on roll call vote, Councilman Bury
being noted absent.
Councilman Granger moved to introduce Ordinance amending Section 2.20 of the Code of the
City of Redwood City, relating to Council meetings. Staff report stated this amend-
ment, if adopted, will provide four regular meetings of the Council each month,
each starting at 7:30 p.m. for a half-hour study meeting, the regular meeting
commencing at 8:00 p.m. Staff recommends that the first four Mondays be regular
legislative meetings because of the multitude of items on which Council must act.
Councilman Keckley commented on fact under this new ruling there would be three
additional fifth Mondays and suggested these be used as study meetings.
Councilman Rosselli stated his agreement in purpose and need of study meetings
for Council to discuss and explore items but felt a separate meeting should be set
for this purpose as he realized need for the four regular legislative meetings.
Councilman Petersen suggested one meeting a month be called during the day and
this be included in the proposed ordinance. Councilman Rosselli stated Staff had
been requested to make a study and report to Council on possibility of day meetings
for Council and felt this proposal should still be investigated and reported to
Council. Councilman Granger withdrew his first motion and offered a substitute
motion to refer the suggestion concerning a day meeting, study meetings on fifth
Mondays, or other study meetings to Staff for recommendation and report, and
action on this ordinance to be continued until report received, seconded by Coun-
cilman Rosselli and carried on roll call vote, Mayor Herkner voting no, Councilman
Bury being noted absent. (MINUTE ORDER #66-159)
Councilman Keckley moved to introduce Ordinance adding Article VII (commencing with
Sec. 2.85) to Chapter 2 of the Code of the City of Redwood City, relating to
initiative, referendum and recall. Ordinance implements Section 6 of the Charter
by establishing the procedures relating to the circulation and depositing of
petition for initiative, referendum or recall. Motion seconded by Councilman
Granger and carried.
