Mayor Herkner stated he would like to indicate his "no" vote resulted from fact <br />he felt Planning Commission should make their own decision, as property owners had <br />right to appeal to Council. Councilman Petersen pointed out that his "yes" vote <br />was influenced by fact Council could initiate the zoning proceedings by their own <br />Resolution. <br />CLAIMS: (1) Margaret M. Gonsalves, 615 Cleveland, for personal injuries alleged to have <br />been caused on City street; (2) Joseph Schillaci, 1610 Maxine Ave., San Mateo, <br />for property damages alleged to have been caused by City -owned vehicle, denied <br />and referred to insurance carrier on motion of Councilman Bury, seconded by <br />Councilman Granger and carried (MINUTE ORDER #66-178-A and #66-178-B) <br />COMMUNICATIONS: <br />Redwood City Civic Association communication dated <br />August 4, 1966 (previously submitted to Council) <br />Redwood City Employees Associated (delivered during <br />meeting) request for approval of James Brothers Circus <br />to be sponsored by their Association on September 23rd <br />at Hawes Park, proceeds to be used by Association as <br />follovas: <br />a The youth activities program in Redwood City <br />b To send Association employees to lectures and <br />schools to augment their efficiency as city <br />employees <br />c) To augment the RCEA treasury funds so that no <br />further assessments will be necessary during <br />the fiscal year 1966. <br />Communication advised no cnncessions were to be involved in the proposed circus.. <br />Recreation Director had approved use of the park; Police Department had checked <br />with other sponsoring organizations and found James Brothers' reputation s tis - <br />factory; police, building inspector, and firemen would be provided. It was fur- <br />ther noted James Brothers Circus would furnish public liability insurance, net <br />income to be divided between circus and RCEA. Councilman Granger questioned <br />whether ticket sales were to be made by telephone solicitation, and was advised <br />by Police Chief telephones were to be used for solicitation to commercial businesses <br />only. Police Chief stated previous circus operations had been checked and found <br />to be successful and a good operation. <br />Councilman Bury questioned hours of operation proposed in residential section of <br />Hawes Park. <br />Inasmuch as all departments involved seemed to hive given their approval, Council- <br />man Granger moved to grant permission requested, seconded by Councilman Bury. On <br />question, Councilman Petersen questioned benefits to Employees Association and also <br />fact tickets were already being solicited before presentation to Council of request. <br />Councilman Bury questioned other aspects of insurance and of bond for clean-up after <br />performances. <br />Councilman Henderson indicated her approval of the enterprising action of the <br />Association, but felt unfortunate Council was not notified sooner. City Clerk advised <br />business license to be required at #35.00 per day. Council asked copy of communica- <br />tion with Staff report be submitted. (MINUTE ORDER #66-179) <br />
