267 <br />City Manager reported on request made by San Francisco State College to be allowed <br />to send government students to the Peninsula the latter part of October to participate <br />in a "local government program". The group of 5 to 8 students have Master's Degrees <br />in Public Administration, and are studying the City Manager type of government for <br />Venezuela. They will visit various departments of the City to study and observe. <br />Council agreed it would be an honor for Redwood City to welcome these students and <br />that Staff should cooperate fully. <br />Minutes of Regular Meeting <br />Redwood City Council <br />August 15, 1966 8:oo P. M. <br />Pledge of Allegiance led by Councilman Petersen. <br />Invocation led by Reverend George Harrison, First Baptist Church. <br />ON ROLL CALL the following were noted present: Councilmen Robert H. Bury, Floyd D. <br />Granger, Mary W. Henderson, Paul C. Keckley, Herbert G. Petersen, Mayor Sidney D. <br />Herkner, and City Clerk Helen C. Moore, with Councilman John S. Rosselli being <br />noted absent. Also noted present were City Manager Howard C. Ullrich, City Attorney <br />Richard E. Gardella, Assistant City Manager Henry V. Burget, Police Chief William <br />Faulstich, Deputy Police Chief Theodore Moudakas, Fire Chief J. L. Lodi, Director <br />of Public Works Louis Scherer, Planning Director Ken Schroeter, Auditor Accountant, <br />Jack Ference, Building Inspector S. H. Kreiss and Deputy City Clerk Marian McCrindle. <br />Councilman Granger moved to approve Minutes of Regular Monthly Study Meeting of <br />August 8, 1966, as mailed, seconded by..Councilman Bury and carried. <br />Loyalty Oath administered by City Clerk to the following seventeen new members of the <br />Police Reserve: <br />Gary P. Allen <br />Robert A. Blair <br />Keith A. Freeman <br />William I. Holmes, Jr. <br />Donald R. Schaffert <br />Willburn Thomas, Jr. <br />Robert H. Auld, Jr. <br />Allen Boyd <br />Robert A. Gordon <br />Donald Hurley <br />Richard D. Sealund <br />Barry M. Whitmore <br />William D. Bartee <br />Robert Carlin <br />Fred D. Granis <br />Silas Reed <br />Russell Thomas <br />Police Chief announced this new group of Reserves had just completed an intensive <br />period of training and were now available to serve on regular police patrol detail <br />and for special events. He felt public should be made aware Reserves serve wholely <br />without compensation and participation in the training program occurred on their own <br />free time. <br />Police Chief introduced Police Staff who had organized and conducted the training of <br />Reserves - Captain Forrest Nazworthy, Sergeant John Calvert, and Officers Robert <br />LaBerge, Robert Campana and Robert Johnson. <br />Mayor Herkner, on behalf of Council, welcomed the new Reserves and thanked Police <br />Staff for their participation in this program. <br />Report and recommendation of Sign Committee concerning a proposed amendment to provide <br />a flexible scale for the control of the area of freestanding signs. Councilman Keckley <br />Chairman of the Sign Committee, advised of the extensive study and survey of free- <br />standing signs made under the present Sign Ordinance restricting area to 150 sq. ft. <br />He reported Committee, after due consideration, now makes unanimous recommendation that <br />present Sign Ordinance restriction in this particular phase be maintained and that no <br />amendment be adopted. Councilman Bury stated in checking sign ordinances in other <br />communities found nothing inconsistent in this respect with our present Sign Ordinance. <br />
