248 <br />C. W. Lebsack, attorney for appellant, presented preliminary <br />rendering of the view of the Building proposed on the corner <br />of Arch and Hopkins; entrance to the building would be on <br />Hopkins. He further described the parking plan proposed for <br />underneath the medical building completely enclosed and invisi- <br />ble from the street. He explained that offstreet parking <br />requirements would have complied when this property was bought <br />long ago under former ordinance. _ <br />Mr. Lebsack went on to explain that most of the adjacent <br />apartments in the adjoining parcel, house elderly people and <br />only 2 drive automobiles, which means that there is more room <br />for patients parking on the street. He said that if the <br />Kennett's plans succeed, they would plan to make use of the <br />entire parcel for medical use in the future but this request <br />for variance only involved the one parcel. <br />Councilman Rosselli questioned parking in the enclosed building and the egress and <br />ingress proposed. <br />Mr. Daseking, Architect for the project, appeared to <br />explain parking proposal further and advised that there <br />would be 24' between rows of cars to get in and out, <br />where the Ordinance only require 231. <br />Mr. Lebsack said there would be stairs leading into the build- <br />ing from the parking elevation and also an elevator. <br />Councilman Rosselli questioned whether parking requirements too restrictive to <br />encourage good development. He also added he would prefer to see more medical <br />buildings in this area than apartments. <br />Dr. Mattingly, 52 Arch St. protested granting of the <br />variance, mainly because of parking problems. <br />Police Chief stated he felt parking proposed is best possible parking for this <br />area. <br />Councilman Henderson moved to close the public hearing, seconded by Councilman <br />Rosselli and carried. <br />Councilman Granger moved to reverse the action of the Planning Commission and grant <br />the variance, seconded by Councilman Rosselli and carried on roll call vote, Coun- <br />cilman Kackley being noted absent. (MINUTE ORDER #66-168) <br />Councilman Petersen requested section of the Ordinance regarding parking restric- <br />tions in this area be referred to the Planning Staff for study. (Memo 7/26/66) <br />Councilman Rosselli moved to adopt RESOLUTION NO. 5098 APPROVING PLANS AND SPECIFICA- <br />tions FOR THE CONSTRUCTION OF THE MAPLE -REDWOOD TRUNK SEWER PROJECT NO. SS -2; <br />AND AUTHORIZING CITY CLERK TO CALL FOR BIDS THEREFOR, seconded by Councilman Bury <br />and carried on roll call vote, Councilman Keckley being noted absent. <br />Councilman Bury stated at last week's meeting he expressed a desire to make available <br />to Friendly Acres Area children, busses for transportation to the swimming pool <br />at Community Park, and was happy to announce that he had gotten a great amount of <br />support from School District. <br />Motion by Councilman Bury to indicate to School Board Council's appreciation for <br />the cooperation they have given in making available transportation for children <br />to the swimming pool at Community Park, seconded by Councilman Rosselli and carried. <br />(Memo 7/26/66) <br />Acceptance of Veterans Boulevard -Brewster Avenue signals and channelization. <br />This project has been completed in accordance with plans and specifications and <br />Extra Work Order No. 1. Staff recommends acceptance of project. <br />Councilman Petersen moved to accept the project, subject to theanty provisions <br />Henderson (corrected 8/2796 <br />in the contract, seconded by Councilman Herkner and carried.
