289 <br />A. A pedestrian crossin over Woodside Expressway and <br />Middlefield Road - $200,000 <br />B. A pedestrian crossin over Woodside Expressway at <br />Stambaugh Street - 72,000 <br />C. A pedestrian crossing at grade under the Woodside <br />Expressway at Heller Street - $50,000 <br />City Manager further reported Staff preferred Plan B (crossing at Stambaugh St.) <br />should Council decide to proceed, however, also noting no funds had been budgeted <br />and provision would have to be made for same by reappropriating Sales Tax Outlay <br />funds now budgeted for other specific projects. <br />City Manager's report also referred to Division of Highways communication stating <br />they would not recommend allocation of funds for project because their experience <br />had proven pedestrian overcrossings were not used. It was also pointed out funds <br />would be difficult to justify for this facility in view of other areas presenting <br />similar pedestrian hazards. <br />Division of Highways communication read in full reciting fact intersection at <br />Woodside Expressway and Middlefield Road had been reviewed and proven to have <br />been provided with every safeguard for protection of school children. They could <br />not recommend allocation of State Highway Funds for pedestrian separation at this <br />location. <br />Mrs. Phyllis R. Robins, 510 Pine Street, endorsed Plan B <br />overcrossing at Stambaugh. <br />Ben Leese, Principal of Hoover School, urged action be <br />taken by Council to provide overpass for children as with <br />prospects of swimming pool and other recreation activities <br />at Hoover School a real need would exist for safe crossing <br />during periods guards not on duty. <br />Dr. Paul Young, President of Redwood City Civic Association, <br />stated overpass should be constructed and also felt children <br />could be trained to use same. <br />Councilman Henderson further questioned statement from Division of Highways <br />that gas tax funds could not be used. City Manager advised statement meant they <br />would not contribute any of their funds for this purpose, but our gas tax funds <br />could be used. Councilman Keckley requested further clarification on reappropria- <br />tion of funds which might be necessary. <br />Mrs. Joan Thyfault, 128 Manzanita, re -stated her former views <br />on need of the overcrossing for safety of children <br />and urged Council proceed to appropriate funds for <br />this project. <br />Councilman Henderson moved that Council resolve to appropriate $72,000 from Sales <br />Tax Contingency Reserve, said funds to be expended for Expressway overcrossing at <br />Stambaugh, according to Plan B. seconded by Councilman Bury. <br />Councilman Bury commented this overcrossing was the most feasible solution to the <br />situation at this point and further justified in view of a review of Mr. Winan's <br />_ recreation and park report recommending further development of recreation in this <br />area, which would generate more traffic. <br />
