REPORT OF BID OPENING, 1 automobile, Fire Department. The following bid was received: <br />E -Z Davies $23245.59 <br />Staff recommended bid be accepted since car it will replace is not usable. <br />Councilman Rosselli moved to adopt RESOLUTION NO. 5133 AWARDING CONTRACT FOR <br />FURNISHING OF AUTOMOBILE, seconded by Councilman Bury and carried unanimously <br />on roll call vote. <br />Personnel Board recommendation on Fringe Benefits. Councilman Rosselli asked for <br />City Manager's recommendation on increasing retirement for retired employees <br />as he felt this an area for upgrading in keeping with changing times. <br />City Manager advised the actuarial study had been completed by the State <br />Retirement System for possibility of such an increase to retired employees <br />as authorized by the Council. He reported cost to City would approximate <br />$7,900 per year for some 30 to 35 personnel affected. He stated Personnel <br />Board did not consider this as a "fringe benefit" and for this reason not <br />included in recommendation to the Council. He advised Personnel Board had <br />now completed their review of fringe benefit requests made by the several <br />employee organizations and submitted the following recommendations for fringe <br />benefits to be effective July 1, 1966. <br />Vacation. Increase the present vacation schedule to provide for 10 days per <br />year through the seventh year of employment; 15 days per year after seven <br />years' employment through fifteen years' employment; 1 additional day per <br />year after completion of fifteen years to a, maximum of 20 days. <br />City Manager reviewed cost estimates involved, for year 1966-67 as being <br />nominal as both Police and Fire Departments have indicated that they would <br />not require additional manpower for vacation relief, at this time. It was <br />indicated, however, adjustments could be required for additional vacation <br />time, plus other work load factors, in 1967-68, for these Departments. He <br />also stated maximum cost for 1967-68 estimated at $13,000 if vacation re- <br />lief were required for all positions, but as vacation relief not provided <br />for administrative or technical positions and other factors of vacations <br />being taken during slack periods, additional amount required not expected <br />to exceed $8,000. <br />Health Insurance for Retired Employees. Recommendation made that City pay <br />full cost of the health insurance premium for employees who retire with <br />ten years or more of continuous service. Cost estimate for balance of <br />1966-67 stated to be $167.94, 1967-68, $1,288.20, and by 1977-78 with <br />probably 50 retired employees, estimated at $5,682.72. City Manager ad- <br />vised at present time, City discontinues payment of health insurance pre- <br />mium upon retirement of the employee, although employee retains option of <br />continuing participation in program at his own expense. <br />
