now, merely a cut and fill development and stated their concern for safety <br />of children if sidewalks not required and traffic to be further increased <br />with high school and college developments. <br />Councilman Keckley further questioned cul-de-sac lengths and plans proposed <br />for North side of Farm Hill Boulevard. <br />Mr. Trifelletti stated there were no plans for this side at the present <br />and described difficult terrain. He stated he felt sidewalk not necessary <br />at this point but strictly up to Council's decision. <br />Councilman Rosselli favored elimination of sidewalks on cul-de-sac in sub- <br />division if sidewalks could be left in other areas as he felt this would make <br />a better development in cul-de-sac areas. City Manager advised there had not <br />been complete accord of Staff on recommendation of sidewalk requirements for <br />_._ Farm Hill Estates #2, Council having dictated sidewalk requirements in first <br />instance, some of Staff not feeling standard sidewalks necessary in cul-de-sacs. <br />He stated he would agree to necessity of sidewalks on Farm Hill Boulevard <br />itself because of increase in traffic conditions with more to come with estab- <br />lishment of college, but indicated he felt elimination of sidewalks in cul- <br />de-sac areas would not be out of line. Councilman Henderson expressed her <br />opposition to elimination of sidewalk in cul-de-sac areas from her own <br />experience of living on one and observing their necessity. <br />E. W. Holm, 3802 Vineyard Dr., expressed concern at any compromise and <br />felt slopes involved in cul-de-sacs made sidewalks necessary. <br />Councilman Keckley expressed his opinion that sidewalks not too necessary within <br />cul-de-sacs but felt should be left in the remaining subdivision, and moved that <br />all sidewalks be retained as previously considered and approved by City Council <br />on Final Map, except that sidewalks be eliminated in Pepper Tree Court and Twin <br />Oak Court, seconded by Councilman Granger providing it was understood Council <br />was approving Planning Commission recommendation with the exception of elimi- <br />nation of sidewalks in the two cul-de-sacs only. <br />Mr. Holm questioned whether approval had been received from the Fire and <br />Police Departments as to access in these two cul-de-sacs with or without <br />sidewalks. <br />Police Chief advised this would not be deemed a basic consideration and possibly <br />access for fire equipment might be better without sidewalks in the cul-de-sacs. <br />Motion to eliminate sidewalks carried on roll call vote, Councilman Henderson <br />wting no. City Attorney advised resolution would be needed granting exception <br />to some modification necessary to Subdivision Improvement Agreement now of <br />record. <br />Councilman Granger moved to direct City Attorney to prepare resolution necessary <br />to implement action taken by City Council to eliminate sidewalks as specified, <br />seconded by Councilman Keckley and carried. (MINUTE ORDER #66-193) <br />Councilman Bury felt indication should be made subdivision now considered <br />formalized and leave no encouragement of further exceptions. <br />
