Councilman Petersen <br />requested further details as to re -use of old parts. Councilman Henderson <br />questioned areas where replacements to be made. City Clerk advised new meters <br />were to be mainly located on on -street areas where heaviest daily use made the <br />replacement necessary. Motion carried. <br />8:05 P.M. <br />Continuance of Appeal of Frahm, Maykel & Edler on behalf of Challenge Development, <br />Inc., from denial by the Planning Commission of their application for elimina- <br />tion of certain sidewalks from previously approved subdivision. (Reports <br />read when matter presented earlier in meeting and continued to this time). <br />Herbert Frahm, representing Challenge Development, Inc., reviewed <br />modifications being requested from slide showing the area involved <br />within the Farm Hill Subdivision #2 and stated request being <br />made not from a point of economics but for environment. <br />Councilman Granger questioned present status of sidewalk planning on Farm <br />Hill Boulevard where sidewalks end. <br />Mr. Frahm reported on excellent progress on college grading and Farm <br />Hill Boulevard extension but stressed sidewalks being discussed per- <br />tained only to those within Farm Hill Subdivision #2 as shown on <br />slide, but that sidewalks were to be on both sides of Farm Hill <br />Boulevard itself through extension. <br />Mr. Trifeletti, of Challenge Development, Inc., 3711 Brandy Rock Way, <br />stated their request based on achieving same results as in Farm Hill <br />Estates #1 and felt elimination of sidewalks as proposed within this <br />subdivision also would make for better type residential area and <br />compatible with #1. <br />Councilman Rosselli questioned size of lots in this subdivision. Councilman <br />Granger questioned stand of Planning Commission regarding sidewalks when <br />Council policy had been clearly stated concerning sidewalks in hill areas. <br />Planning Director reviewed history of reduction of sidewalk requirements <br />in hillside areas, and of Council's action in approving the Final Map for <br />this subdivision with some exceptions having been granted during review of <br />tentative map and indicated Planning Commission had merely affirmed Council's <br />position. Councilman Keckley indicated he felt this sidewalk issue had been <br />thoroughly discussed at both Commission and Council level, and well under- <br />stood by the developer to point where he felt if it had been desired that <br />sidewalks be eliminated, that developer should have maintained lot sizes <br />according to regulations which would have allowed reduction or elimination <br />and retention of rural atmosphere. He recommended retention of sidewalks <br />as approved in Final Map. <br />Councilman Petersen reviewed Council's previous considerations of sidewalk <br />regulations in hillside areas and believed hillside development aesthetically <br />better without sidewalks. Councilman Henderson wished clarification on lot — <br />sizes. Councilman Bury reviewed safety aspects considered by Council. <br />Mrs. June Gates, 3871 Vineyard Dr., stated she was speaking for a <br />large group of citizens, declared this was not a rural development <br />
