parcel to be abandoned is a triangle 60.65' x 78.61' x 50' on the north side of <br />Bradford Street, abutting the Kaiser Hospital site and necessary for their emergency <br />entrance. (Resolution sets public hearing for October 24, 1966). Motion seconded <br />by Councilman Bury and carried unanimously on roll call vote. <br />Councilman Petersen moved to adopt RESOLUTION NO. 5136 WITHDRAWING ANNEXED TERRITORY <br />KNOWN AS "VISTA DRIVE ANNEXATION" FROM EMERALD LAKE LIGHTING DISTRICT, seconded <br />by Councilman Henderson and carried unanimously on roll call vote. <br />Storm Drain Channel through Community Park. <br />City Manager reported City's consulting engineers, Jenks and Adamson, are now <br />designing channel improvements for Project SD -12, and nearing completion with <br />the exception of that portion of the creek channel traversing Community Park. <br />He further advised Adamson Report on which the bond issue was based provided <br />for an open gunite channel for the Community Park portion of the creek, cost <br />estimated at approximately $97,000. <br />The Park and Recreation Commission had on many occasions officially indicated <br />that 'complete covering of the creek was the only acceptable solution." He <br />reported Staff had requested Jenks and Adamson to prepare an estimate of the <br />additional costs involved for this proposal and had been advised by them con- <br />struction cost for a closed conduit through this area would be $203,000 or <br />$106,000 more than the construction cost of the open lined channel, not in- <br />cluding contingencies, engineering or incidental costs. It was reported there <br />is approximately 1 acre of land presently used for creek purposes, with an <br />additional 2+ acres, of little or no use, south of the creek and north of the <br />roadway, the lined channel requiring approximately 1+ acres of land. I£ the <br />creek were boxed, this 1+ acre of land, as well as the additional 2+ acres <br />could be utilized in its entirety for park purposes. <br />Council was advised if it was their desire to box creek, additional funds would <br />be needed. Councilman Rosselli stated he was amazed this full boxing of project <br />left out of the bond issue as Park and Recreation Commission had discussed their <br />recommendation for this many times, and felt majority of Council had indicated <br />their favoring boxing of creek. Councilman Petersen advised funds were made <br />available for creek improvements in the bond issue and had been discussed with <br />Committee and Staff at that time and reason the creek covering had been left <br />out of bond issue was because of costs involved. Committee suggested other <br />land could be picked up for park area less expensively. <br />Councilman Keckley pointed out three alternatives were present in his opinion: <br />gunite, cover, or leave in natural state, all three having merit. He recom- <br />mended this item be placed on an early Agenda for Council action. City Manager <br />described investigation made concerning leaving creek in natural state with <br />rock work, planting, etc. and how costs closely approximated cost of boxing, <br />�j <br />
