He <br />further suggested personal inspection of records available at the City Hall would <br />provide her with accurate information. <br />Councilman Henderson asked whether there was a more specific engineering plan- <br />ning plat covering Marine World layout which showed earth work and shaping <br />necessary to produce internal waterways and pads. <br />Mr. Reiter advised specific drawings were underway but was hesitant <br />about offering same for general release at this point as they were <br />not prepared by DMJM, but stated they could be examined at their <br />office. <br />Dr. Young, President of Redwood City Civic Assn., questioned City's <br />condemning private property to be ultimately used for benefit of <br />private organization, and referred to newspaper article stating <br />City's procedures "vague" and "shoddy" or 'slip shod." <br />City Attorney stated he had commented earlier on this point that lands being <br />acquired are easements and rights of way for public use and will remain open <br />for public purposes. Mayor Herkner indignantly refuted Dr. Young's implica- <br />tions and reported he had attended a similar marine operation in San Diego, <br />witnessing the tremendous attendance. He stated the Marine World project <br />proposed for Redwood Shores was to be a bigger and newer type of operation <br />which should tremendously benefit our area. Motion seconded by Councilman <br />Petersen and carried on roll call vote, Councilman Henderson voting no. <br />Councilman Rosselli moved to adopt RESOLUTION NO. 5138 AUTHORIZING CITY CLERK TO <br />CALL FOR BIDS FOR CERTAIN DREDGING, FILL AND RELATED CONSTRUCTION WORK IN <br />THE VICINITY OF BELMONT SLOUGH AND THE REDWOOD PENINSULA, seconded by <br />Councilman Keckley. On question, Councilman Henderson questioned levee <br />construction and heights shown on plans. <br />Mr. Reiter advised of the two types of dikes to be constructed <br />because of the nature of the soil and detailed further their <br />construction. <br />Motion carried on roll call vote, Councilman Henderson voting no. <br />Councilman Granger moved to adopt ORDINANCE NO. 1263 FIXING THE AMOUNT OF MONEY <br />TO BE RAISED BY TAXATION UPON THE TAXABLE PROPERTY WITHIN THE CITY OF <br />REDWOOD CITY AS REVENUE TO CARRY ON THE VARIOUS DEPARTMENTS OF SAID CITY <br />FOR THE FISCAL YEAR 1966-1967, TO PAY THE BONDED INDEBTEDNESS OF SAID <br />CITY FALLING DUE AND BECOMING PAYABLE DURING SAID FISCAL YEAR TOGETHER <br />WITH THE INTEREST THEREON, TO MAINTAIN THE PUBLIC LIBRARY OF SAID CITY <br />DURING SAID FISCAL YEAR, TO PROVIDE FUNDS FOR THE RETIREMENT PLANS, AND <br />FIXING AND LEVYING THE TAX RATE THEREFOR, seconded by Councilman Rosselli <br />and carried unanimously on roll call vote. <br />City Manager announced a Resolution had been prepared for Council action at the <br />suggestion of the Staff of BCDC indicated Council's approval of Belmont <br />Slough as a public recreational waterway and authorizing City Manager to <br />make such applications as may be necessary to permit the processing of <br />applications with the BCDC. Resolution read in full for benefit of Council <br />and those in attendance. <br />
