l Councilman Keckley moved to adopt RESOLUTION NO. 5139 APPROVING IMPROVEMENT OF <br />i <br />BELMONT SLOUGH AS A PUBLIC RECREATIONAL WATERWAY AND AUTHORIZING THE CITY <br />MANAGER TO MAKE SUCH APPLICATIONS AND FURNISH SUCH REPORTS AS MAY BE NECESSARY <br />OR CONVENIENT TO PERMIT THE PROCESSING OF APPLICATIONS WITH THE SAN FRANCISCO <br />BAY CONSERVATION AND DEVELOPMENT COMMISSION. On the question, Councilman <br />Henderson advised she was going to oppose this action as she had the others, <br />since she does not approve of the procedures. The proposed action, she stated, <br />refers to a General Plan and also refers to planning for recreation which has not <br />even been considered by Council. Motion seconded by Councilman Bury and carried <br />on roll call vote, Councilman Henderson voting no. <br />Councilman Keckley moved to adopt ORDINANCE NO. 1264 ADDING ARTICLE III TO CHAPTER 32 <br />OF THE CODE OF THE CITY OF REDWOOD CITY RELATING TO THE IMPOSITION OF A TAX UPON <br />THE PRIVILEGE OF DISTRIBUTING CIGARETTES IN THE CITY OF REDWOOD CITY, ESTAB- <br />LISHING THE RATE OF SAID TAX AND PROVIDING FOR THE COLLECTION AND ENFORCEMENT <br />OF SAID TAX, seconded by Councilman Henderson. <br />Paul Brunkow, General Manager of Redwood City Chamber of Commerce, <br />reported that the Executive Committee of the Chamber had requested <br />that final action on this item be postponed for two weeks to allow <br />Board of Directors to further discuss this subject at their meeting <br />of September 22nd. He stated because of change of operative date to <br />January 1st, it was felt it would not interfere with time schedule <br />and some businessmen here in the community had indicated they would <br />like more detailed information. <br />Councilman Keckley questioned Mr. Brunkow further as to request being made for a <br />continuance and reviewed for his benefit the delays which had already been made <br />on this item in order that the Chamber of Commerce could be fully informed, and <br />the evidence of lack of opposition which had been shown over the last two months. <br />He further stated in all fairness to Council that he believed they had done <br />everything necessary, as Council Committee on this issue had been working with <br />Chamber for past two months and could see no reason for further delay. <br />Councilman Rosselli indicated his full agreement with statement of Councilman <br />Keckley and stated it had been his original request when issue first discussed <br />that this be referred to the Chamber and feels ample time has been given for <br />their consideration of this issue. Mayor Herkner indicated his agreement that <br />plenty of public notice had been furnished concerning discussions held on this <br />issue. Councilman Bury indicated he didn't consider request for continuance too <br />unreasonable and expressed his reasons for not favoring this specific tax in <br />the first instance as believes it being on a local basis will be detrimental to <br />Redwood City retail community. Councilman Henderson indicated delay ill-advised <br />as she felt two hearings on this issue for discussion before Council gave <br />Chamber of Commerce sufficient opportunity to appear on this issue. Councilman <br />Granger asked that statement be made as to purpose of revenue on this proposed <br />tax, in that it is proposed as a means to raise money that is claimed necessary <br />for public improvements, other than raising property taxes. Councilman Bury <br />restated his opinion that he didn't believe this tax conducive to a healthy re- <br />tail community. Motion carried on roll call vote, Councilman Bury voting no. <br />
