City Attorney stated <br />the Ordinance as introduced provided the tax would become operative on January <br />1, 1967. <br />After discussion as to the advisability of changing the operative date of the <br />tax from January 1, 1967 to October 1, 1966, by adopting the Ordinance at an <br />(aw CA- AA- itLA <br />Adjourned meeting on 12S= 293 1966 (a fifth Monday) the City Attorney advised <br />motion to introduce ordinance could be rescinded and reintroduced with date changed <br />to make tax operative on October 1, 1966. <br />Councilman Keckley moved to rescind last action of Council introducing Cigarette <br />Tax Ordinance, seconded by Councilman Rosselli. On question Councilman Petersen <br />opposed calling an adjourned meeting for the regular Council time, but indicated a <br />meeting for this sole purpose at an earlier time would be agreeable to him. Council- <br />man Henderson protested changing of operative date of tax from that first set on <br />introduction of ordinance. Mayor Herkner reminded Council of information that had <br />been given concerning deadliness necessary to make this tax effective by October <br />lst. <br />Motion to rescind first introduction carried on roll call vote, Councilmen Bury, <br />Keckley, Petersen, and Rosselli voting yes, Councilmen Granger, Henderson and <br />Mayor Herkner voting no. <br />Councilman Rosselli moved to reintroduce Ordinance imposing Cigarette Tax with <br />effective date of October 1, 1966, seconded by Councilman Keckley. Councilman <br />Henderson again protested changing of effective date. Councilman Keckley didn't <br />feel change of date important at this point when Council agreed as to necessity <br />of imposing tax and felt effective date should be as soon as was possible. <br />Councilman Rosselli stated he assumed tax was to be effective on October 1st and <br />stated his willingness to meet at adjourned meeting if necessary to adopt the <br />ordinance. Councilman Bury felt those that had been interested in this ordinance <br />and since left the meeting should be made aware of Council's intent to change <br />effective date. <br />The motion to re -introduce with operative date of tax October 1, 1966 lost on <br />roll call vote, Councilmen Bury, Granger, Henderson and Mayor Herkner voting no, <br />Councilmen Keckley, Petersen and Rosselli voting yes. <br />After further consideration and discussion, Councilman Keckley moved to introduce <br />Cigarette Tax Ordinance with tax operative date of January 1, 1967, seconded by <br />Councilman Henderson and carried on roll call vote, Councilman Bury voting no. <br />Mayor Herkner ordered a five-minute recess at 10:30 p.m. <br />Hotel -Motel Tax.
