279 <br />Councilman.Granger moved to introduce Ordinance adding Article IV to Chapter 32 <br />of the Code of the City of Redwood City imposing a tax upon the privilege of <br />transient occupancy and providing for the collection thereof, seconded by Councilman <br />Rosselli. <br />Mr. Drury McCarthy, owner of Red Cottage Motel of Menlo Park, <br />protested imposition of this tax. <br />Councilman Rosselli refuted contention that City had no specific needs and reviewed <br />the acute needs of Redwood City for which these funds were intended. <br />Dr. Paul Young, 1703 Hopkins Avenue, commended Committee on <br />their fine report, and urged favorable Council action on <br />this proposed tax. <br />Motion to introduce ordinance carried unanimously. <br />Woodside Express Way Overpass. Councilman Rosselli stated he had not changed in his <br />opinion that he felt State, County and Schools should participate in correcting this <br />deficiency, but realized problem and if necessary, City should take initiative. <br />He also felt from recent observation throughout the Southern part of the State it <br />appeared evident San Mateo County not getting its fair share for highway improvements. <br />Councilman Rosselli moved to instruct Staff to have plans and specifications prepared <br />for overpass over Woodside Expressway at Stambaugh Street, seconded by Councilman <br />Keckley. The following appeared: <br />Paul Tessendorff, 45 Claremont, to suggest a pedestrian barrier <br />at Middlefield if overpass to be at Stambaugh. <br />Paul Travers, 470 Flynn Avenue, questioned why overpass <br />recommended for Stambaugh instead of Middlefield. <br />City Manager reviewed the cost differences between these two locations. Councilman <br />Granger advised he had discussed this matter with Assemblyman Britschgi and asked <br />that he try to get the State to use Gas Tax Funds, and also possibility of State <br />preparing plans for the structure. Councilman Rosselli felt Legislative Committee <br />should again go to Sacramento to stress points on justification for State help on <br />this problem. Councilman Henderson questioned when Staff might be able to have plans <br />and specifications ready. City Manager suggested Staff be directed to negotiate with <br />a private Structural Engineer, or to ask for State assistance on the plans. Mayor <br />Herkner asked that Staff contact City of San Francisco as to costs of several types <br />of overpasses that had been built by them. Motion carried on roll call vote, Council- <br />man Petersen voting no. (MINUTE ORDER #66-188) <br />Councilman Keckley moved to adopt RESOLUTION NO. 5128 RESCINDING RESOLUTION NO. 5111 <br />RELATING TO THE LEASING OF A BUILDING FOR STORAGE PURPOSES; APPROVING AGREEMENT FOR <br />THE LEASING OF REAL -PROPERTY AND A BUILDINGFF013 PARKING AND STORAGE FACILITIES, RES- <br />PECTIVELY; AUTHORIZING EXECUTION OF A FIVE YEAR LEASE AGREEMENT; AND TRANSFERRING <br />THE SUM OF $1,215.00 FROM THE APPROPRIATION FOR THE "BUDGETED RESERVES" ACCOUNT OF <br />THE GENERAL FUND TO THE APPROPRIATION FOR THE "OTHER NON -DEPARTMENTAL" ACCOUNT OF <br />THE GENERAL FUND FOR THE PURPOSE OF PAYMENT OF RENTAL PURSUANT TO THE TERMS OF SAID <br />LEASE. Council was advised agreement previously approved for rental storage vault <br />was to be voided and agreement now requested for approval provides for leasing not <br />
