X 0 0 <br />Traffic Bureau recommendation concerning Stop Signs at "A" and Arguello Streets. <br />Chief Faulstich reported this subject was discussed at a meeting of Mayor Herkner, <br />Staff, and a representative of the residents in the area. As a result of this meet- <br />ing, it is his recommendation that stop signs be installed on "A" Street at its <br />intersection with Arguello Street, controlling traffic in both directions on "A" <br />Street. It is his further recommendation that upon completion of the construction <br />of both the Whipple -El Camino Intersection and the extension of Industrial Way, <br />a complete traffic survey be made in the Lenolt area to determine if any additional <br />traffic control devices are needed at that time. <br />Councilman Henderson stated that the work going on at Whipple makes it impossible <br />to see around the big trucks, therefore motorists do not know when to proceed, and <br />suggested a flagman be put there to direct traffic and pedestrians. <br />City Manager answered that the project was scheduled for completion just this <br />afternoon, but that the problem would be checked out early next morning. <br />Councilman Rosselli moved to adopt RESOLUTION NO. 5153 ESTABLISHING AND DECLARING <br />DESIGNATED INTERSECTION TO BE STOP ENTRANCE, seconded by Councilman Henderson and <br />carried on roll call vote. <br />Motion by Councilman Rosselli that Manager's recommendation for a traffic survey <br />in the Lenolt area be carried out as soon as the construction is completed, seconded <br />by Councilman Bury and carried. (MINUTE ORDER #66-204) <br />Fringe Benefits recommended by the Personnel Committee. <br />The following action is necessary to implement the recommendation of the Personnel <br />Committee as approved by Council on 9/19/66: <br />Councilman Rosselli moved to adopt RESOLUTION NO. 5155 AMENDING RULE XIII, SECTION I <br />OF THE PERSONNEL RULES AND REGULATIONS RELATING TO VACATION LEAVE, seconded by <br />Councilman Keckley and carried on roll call vote. <br />Councilman Granger moved to introduce RESOLUTION NO. 5156 REPEALING SECTION 4, OF <br />AND ADDING SECTION 4 TO, RULES VI OF THE PERSONNEL RULES AND REGULATIONS RELATING <br />TO UNIFORM ALLOWANCE, seconded by Councilman Petersen and carried on roll call vote. <br />Councilman Granger moved to introduce Ordinance appropriating the total sum of <br />$11,196.00 from the budgeted reserves of the General Fund to provide for payment <br />of additional health and life insurance, uniforms, and retirement benefits for <br />designated activities, seconded by Councilman Rosselli and carried. <br />Councilman Bury again questioned possibility of these fringe benefits being extended <br />to employees who have retired but did not maintain the health insurance, and <br />suggested Staff investigate and come back with a report. (Memo 9/27/66) <br />Councilman Bury moved to adopt RESOLUTION NO. 5157 AUTHORIZING CITY MANAGER TO CON- <br />DUCT NEGOTIATIONS WITH THE CITY'S LIFE AND HEALTH INSURANCE CARRIERS, AND THE STATE <br />EMPLOYEES RETIREMENT SYSTEM IN CONNECTION WITH ADDITIONAL FRINGE BENEFITS FOR CITY <br />EMPLOYEES, seconded by Councilman Keckley and carried on roll call vote. <br />
