18 <br />Councilman Rosselli asked if work has been done in accordance with plans and <br />specifications. <br />Public Works Director stated work has been done in accordance with plans and speci- <br />fications. <br />Public Works Director stated work has been done in accordance with plans and speci= <br />fications, and assessments spread on an equal basis. Councilman Rosselli questioned <br />how figures were arrived at and asked if Public Works Director met with people he <br />had planned to meet with last meeting. <br />City Attorney stated that not only paving costs went into the improvement of the <br />alleys; there were also storm drains that had to be put in, acquisition expenses <br />are a part of the assessment district expenses and computed in the total. <br />Councilman Petersen questioned 3 fences that were taken down during paving of alleys. <br />Director of Public Works stated that he had met with Mr. Bud Grace, owner of one <br />of the fences, and that said fence encroached on the public right-of-way. <br />Mr, Procter, Atherton, President of Town Hall Association, <br />appeared to protest cost of construction and assessments. <br />Councilman Rosselli questioned if the construction standards were higher than <br />needed for alley improvements. Public Works Director stated that pavement must be <br />constructed to withstand use by large trucks, such as delivery trucks, fire equip- <br />ment, etc. Councilman Henderson questioned, when improvement district is formed, <br />are people involved mailed notices from City that this is going to be done. Council <br />was informed that property owners are notified by mail of formation of District, <br />and of estimated costs as well as final costs. <br />Councilman Petersen stated that at last week's meeting, Public Works Director was <br />asked to mail through Mr. William Graham, an Attorney, a letter to Mr, Mike Determan, <br />a property owner who lives out of state, letting him know action of Council and <br />telling him of continued public hearing. Councilman Petersen asked, was this done. <br />Director of Public Works stated that he had sent out an Air Mail, Certified letter <br />to Mr. Determan and as yet, has received no response, from Mr. Determan, nor Mr. <br />Graham. <br />Councilman -Granger stated that people in assessment districts like this, should <br />be notified as to exactly what steps are to be taken, before anything is done. <br />Frank Olivera, 220 Madison, appeared to protest high cost of <br />improvements. <br />Will Evans, 229 Madison appeared to protest high cost of <br />assessments, <br />Councilman Petersen stated people in District were advised as to the estimates of <br />the improvements, at the previous public hearing; at the time bid was awarded, no <br />one appeared to object, <br />Councilman Petersen moved to close the public hearing, seconded by Councilman <br />Rosselli and carried. Councilman Petersen moved to adopt RESOLUTION NO. 5167 CON- <br />FIRMING ASSESSMENTS AND ASSESSMENT DIAGRAM,ALLEY IMPROVEMENTS DISTRICT - 1966, <br />seconded by Councilman Keekley and carried on roll call vote, <br />
