827 <br />IMPROVEMENT DISTRICT NO. 1-64, seconded by Councilman Granger and carried on roll <br />call vote. <br />Councilman Henderson requested copies of the draft prospectus for District Assessor for <br />Redwood Shores, GID 1-64, together with proposed time table as submitted to Council for <br />review, be made available to those interested, such as County Offices, Press, Knox <br />Committee, Attorney General's office etc. Mayor Herkner advised copies were available <br />Mayor HerLer <br />at cost set by Ordinance. Coune-rlix.a,a pointed out this item not on Agenda, <br />as did Councilman Rosselli, who (corrected by minutes of November 7, 1966) <br />and moved this discussion be placed on Council's next Agenda of November 7th, seconded <br />by Councilman Granger. On question, Councilman Henderson requested clarification of <br />motion again requesting distribution of the draft prospectus. <br />City Manager advised distribution limited on this document because in draft form only <br />and changes would no doubt be made before presented in final form. Councilman <br />Petersen felt document should be available at charge required, but that only final <br />document should be available to public and press, and motion unnecessary. Councilman <br />Kedr2ey concurred, stating only final document should go to the public. <br />After further discussion motion carried on roll call vote to continue further dis- <br />cussion of this issue to Council meeting of November 7th as an Agenda item, Coun- <br />cilman Bury, Granger, Henderson, Rosselli and Mayor Herkner voting yes, Councilmen <br />keckley & Petersen voting no. (MINUTE ORDER #66-217) <br />Councilman Granger moved to adopt RESOLUTION NO. 5176 BEING RESOLUTION OF INTENTION <br />INITIATING PROCEEDINGS FOR THE ADOPTION OF A RECREATION ELEMENT FOR THE GENERAL <br />PLAN OF THE CITY OF REDWOOD CITY. City Manager recommended this procedure to <br />initiate action for the preparation of a park and recreation element of the General <br />Plan based on the Winans report and the previously approved Redwood Shores plan, and <br />thereby setting a definite time schedule for its inclusion into the General Plan. <br />City Manager stated the Winans Report, the Park & Recreation element of Shores, and <br />the 1951 City Plan will all be considered, and getting this element processed will put <br />the City in the position to apply for Government Funds through Open Space Program. <br />Councilman Henderson questioned financial aspects if economic study to be made as <br />part of proposal and recommendation. City Manager advised financial aspect had been <br />determined to be an administrative function rather than a Planning function. Motion <br />seconded by Councilman Keckley and carried on roll call vote. <br />Consideration of Weed Abatement Ordinance. City Manager advised proposed revised <br />ordinance provided for a more adequate method of notification to property owners <br />involved in the weed abatement program and affords an opportunity for persons to <br />voice any objections to the Council during a formal public hearing; statements of expenses <br />proposed to be assessed for weed abatement to be mailed not later than 10 days before <br />the public hearing. <br />City Manager outlined investigation now being made of possibility and desirability <br />of City taking over weed abatement program.
