Minutes of Regular Meeting <br />Redwood City Council <br />November 7, 1966 8:00 P. M. <br />Pledge of Allegiance led by Judy Schwartz, Sharon Yuki, Julie Scholes, of Cadette Girl <br />Scout Troop #2613. <br />Invocation led by Reverend Richard Bimson, of First Methodist Church. <br />ON ROLL CALL the following were noted present: Councilmen Robert H. Bury, Floyd D. <br />Granger, Mary W. Henderson, Paul C. Keckley, Herbert G. Petersen, John S. Rosselli, <br />Mayor Sidney D. Herkner and City Clerk Helen C. Moore. Also noted present were <br />City Manager Howard C. Ullrich, City Attorney Richard Gardella, Assistant City Manager <br />Henry V. Burget, Deputy Police Chief Theodore Moudakas, Police Chief William <br />Faulstich, (entered meeting at 10:30 p.m.) Director of Public Works J. Louis Scherer <br />Planning Director Ken Schroeter, Building Inspector S. H. Kreiss, and Deputy City <br />Clerk Marian McCrindle. <br />Councilman Rosselli moved to approve Minutes of Regular Meeting of October 24, 1966, <br />including the corrections submitted in writing to Council relating to Page 6 and Page <br />10, seconded by Councilman Henderson, and carried. <br />Mayor Herkner announced Korean Orphan Project Award which was to be awarded to Miss <br />Fourth Grade Class at Henry Ford School. Councilman Rosselli detailed voluntary <br />contribution which had been made by this class by sending needed supplies to Korean <br />Orphans and introduced Miss Marion Dempsey and her class, <br />Mr. Justino, Manager and Coach of Redwood City's Women's Softball Team, the Jets, <br />presented trophies which had been won during this last season and introduced the <br />members of the team present. Mayor Herkner expressed Council's appreciation of this <br />team representing the City so well, <br />Councilman Rosselli requested records indicate he would abstain from action on following <br />item because of property interests. <br />PUBLIC HEARING, Resolution of Preliminary Determination, Lexington Avenue Improvements, <br />declared open and affidavits of publication and posting ordered filed. Staff <br />reported City's total contribution to this district was $6,400, $1,000 having been <br />appropriated in the Budget and remaining $5,400 appropriated by Ordinance, for <br />portions of improvements which could not be assessed to any property owners in the <br />proposed District. <br />Councilman Henderson questioned procedures as to property owners having been noti- <br />fied of impending improvements and evidence of consent. City Clerk advised of public <br />hearings to be set, notices to be mailed, and opportunities for protests to be filed <br />during procedures set by law. City Attorney further clarified procedures. Council- <br />man Granger advised in this instance how Council had initiated proceedings on basis <br />of necessary for health and welfare of community as property owners would not <br />instigate procedures for improvements. There being no written communications, or <br />oral protest, Councilman Petersen moved to close the public hearing, seconded by <br />Councilman Bury and carried, Councilman Rosselli abstaining. <br />
