t3e37 <br />Mayor Herkner advised why Council felt draft copy of this Prospectus, subject to <br />further revisions, should not be distributed at this time. Councilman Keckley felt <br />mention should be made of the Grand Jury investigation of San Mateo County Assess- <br />ment practices which emphasize the importance of a District Assessor who would <br />spread the tax burden equitably to all property in the District. <br />Councilman Rosselli concurred with Councilman Keckley and asked when final timetable <br />would be available for presentation of Prospectus of District Assessor. City Manager <br />asked DMJM Staff to reply to Councilman Henderson's question why timetable for Pros- <br />pectus on Distract Assessor should not be delayed. <br />Mr. Kubelbeck of DMJM explained the necessity of having a <br />District Assessor available by first Monday of March, <br />1967, and if time table delayed this would not be possible. <br />He also advised the guide lines for a District Assessor <br />had been approved by Council in the Feasibility Report. <br />Mr. Kubelbeck reported final draft would be ready by the <br />end of coming week and submitted to Council. <br />Councilman Henderson reiterated her original request for delay, and asked that <br />Council indicate if they agree with her or with Staff. Councilman Rosselli moved <br />to accept recommendation of Staff insofar as tentative time table concerned on <br />matter of District Assessor, seconded by Councilman Keckley. On question, Council- <br />man Henderson asked records indicate she was voting against the motion because she <br />feels proposed time table be delayed until after hearings are concluded by Attorney <br />General's office and the Knox Committee. Councilman Bury commented on fact no <br />draft reports had been received from the other agencies making investigations so <br />felt no obligation to submit draft of this proposal, and that Council is following <br />the course of action they feel is best. <br />City Manager stated a request for copy of draft prospectus had been received from a <br />Staff member of Attorney General's office and one would be submitted. Motion <br />carried on roll call vote, Councilman Henderson voting no. (MINUTE ORDER #66-223) <br />Councilman Rosselli suggested that Marshall Mayer, Deputy Attorney General who had <br />instigated the inquiry into County assessing practices, be invited to Council's <br />meeting when this matter is again discussed. <br />Sign Committee Recommendation. Councilman Keckley, Chairman of the Sign Committee stated <br />information had just been made available which Councilman Petersen would report. <br />Councilman Petersen, member of Sign Committee, reported County Board of Supervisors <br />had prepay ed a Sign Ordinance which they hoped to have enacted throughout the County <br />soon after this election and he would recommend action be deferred on any City Sign <br />Ordinance amendment until after election also and until such time as Committee could <br />go over the County proposal. <br />Councilman Granger moved to accept recommendation of Councilman Petersen to defer <br />action on Sign Ordinance until County Sign Ordinance available, seconded by Council- <br />man Keckley and carried. (MINUTE ORDER #66-224) <br />On question, Councilman Bury requested time limitation be made of Sixty (60) days <br />for report back. // <br />
