38 <br />Cordilleras -Upland -Upton Annexation. Report of City Manager read in full reciting <br />fact area being considered for annexation contains approximately 85 acres and is <br />almost completely enclosed by incorporated limits of Redwood City. As depicted on <br />slide shown it was also pointed out area consists of two connected but district seg- <br />ments: that portion in the general area of Harding -Alameda -Jefferson -Upton (commonly <br />referred to as Kensington Square) and the portion in the Upland Road -Oak Knoll <br />Drive -Hillcrest Drive -Alameda area. <br />It was also noted a special election to annex the total area was held on October <br />19th, 1965, at which proposition failed by 13 votes of a total of 183 ballots cast. <br />Council was advised Kensington Square portion now has adequate water and sewer <br />service by virtue of a special assessment district, remaining area having a <br />definite sewerage problem with many residences utilizing septic tanks of questionable <br />adequacy, and water being served by the City. <br />A tabulation was presented to show estimated present costs of a typical parcel <br />of property in the Kensington area, and estimated costs if annexed. The small <br />difference indicated City taxes would be virtually offset by the reduction in <br />utility charges, fire insurance and removal from special districts. <br />Staff now recommended annexation comprise the whole area in view of fact of the <br />narrow margin of defeat and the renewed area -wide interest in joining the City. <br />Councilman Petersen stated his support of Staff recommendation; suggested supplying <br />as much information as possible to area residents and property owners, and moved <br />to accept Staff recommendation and Staff be instructed to proceed as stated, <br />seconded by Councilman Rosselli and carried. (MINUTE ORDER #66-225) <br />Councilman Keckley moved to adopt RESOLUTION #5185 DETERMINING AND DECLARING THAT THE <br />PUBLIC INTEREST AND NECESSITY DEMANDS THE IMMEDIATE EXPENDITURE OF PUBLIC MONEYS <br />FOR PURPOSE OF SANITARY SEWER MAINTENANCE IN VETERANS BOULEVARD WITHOUT PUBLIC BID <br />THEREFORE. <br />Staff report stated action necessary because of sewer main failure occurring <br />September 1, 1966, under Veterans Boulevard at Woodside Expressway, which because <br />of the size and extent of failure it was necessary to contact a contractor equipped <br />manpower and equipment -wise to do such work, Fairley Constructors. Council was <br />advised this contracting firm was required to work full crews and equipment Saturday <br />and Sunday and Labor Day on a time and material basis plus percentage; that material <br />bills and time records had been checked and complete charge amounted to $8,978.72. <br />It was reported further that this was considered a true emergency by Staff in view <br />of fact it was vital that work be done when industrial plants in this area not in <br />operation. <br />Councilman Henderson asked why Council had not been informed of this emergency <br />prior to this time. City Manager advised he accepted full responsibility for <br />breakdown in communications. Motion seconded by Councilman Bury and carried on roll <br />call vote. <br />
