Experience has revealed children (particularly teenagers) <br />use pedestrian -operated signals as a toy, with resultant <br />interruption in traffic flow, and poor public relations. <br />4. Signal would be located approximately 500 ft. from inter- <br />section of Hudson and Woodside, where another signal must <br />be ultimately installed. <br />Staff recommended a full signal installation be made at Woodside Road and Hudson <br />Street, rather than installing the pedestrian -controlled signal in front of the <br />Washington School, and that immediate negotiations be commenced with State for <br />design and installation of signal at Hudson, with request that the State partici- <br />pate in the immediate construction. Councilman Bury's report stated a poll of the <br />audience on recommendation for signal at Hudson received almost unanimous approval. <br />Councilman Bury made the following proposal and asked that Council direct Staff <br />to proceed on basis outlined as follows: <br />1. The Traffic Engineer to immediately prepare plans for <br />a full signal at Woodside Road and Hudson, these plans <br />to be in sufficient detail to support a request for <br />State participation in the immediate construction of the <br />full signalization. It is estimated the cost of this <br />signalization would be $25,000 and the minimum construc- <br />tion time three months. <br />2. In the event the State determines it cannot now participate <br />in the cost of full signalization at Woodside and Hudson, that the <br />City negotiate with the State for a reimbursement of a pro- <br />portionate share of the cost incurred by the City for the <br />installation of the signal when the ultimate improvement <br />of Woodside Road is undertaken --now scheduled for 1969. <br />3. That the Police Chief investigate the desirability of placing <br />an additional crossing guard at the school cross walk as <br />an interim measure, and through the use of such deterrents <br />as radar units and possibly partrol units at critical peak <br />hours supplement the existing enforcement of speed limita- <br />tions adjacent to the school. <br />Mrs. Mary Jane Filippi, speaking for their group, stated their <br />agreement with recommendation of Staff, but stated their group <br />further requested an additional traffic guard be stationed at <br />the present crossing in front of the school. <br />Deputy Police Chief stated this matter was being investigated at present. Coun- <br />cilman Rosselli moved to accept report as proposed, seconded by Councilman Hen- <br />derson with request that Police Chief report back on request made and being <br />investigated for additional guard at present crossing. (MINUTE ORDER #66-229) <br />William Rhodes complimented Councilman Bury on fine report <br />and urged Council to proceed on this needed signal, with <br />interim measure of additional guard being placed at the <br />school crossing. <br />Mrs. Artie Morgan, asked how soon the Council's motion <br />would be implemented. <br />Mayor Herkner assured her it would be implemented at once. <br />Mayor Herkner ordered a five minute recess. <br />Councilman Keckley moved to adopt ORDINANCE NO. 1276 REPEALING ARTICLE IV, CHAPTER 14, <br />SECTIONS 14.38 THROUGH 14.52, OF THE CODE OF THE CITY OF REDWOOD CITY, AND ENACTING <br />ARTICLE IV, CHAPTER 14, SECTIONS 14.38 THROUGH 14.51, OF THE CODE OF THE CITY OF <br />REDWOOD CITY, RELATING TO REMOVAL OF WEEDS, DIRT, RUBBISH, AND RANK GROWTH IN THE <br />CITY OF REDWOOD CITY; seconded by Councilman Granger and carried on roll call vote. <br />
