358 <br />Planning Director further detailed why proposed plan had been recommended by <br />Traffic Bureau Staff. Councilman Rosselli expressed his concern over any disrup= <br />tion of original plans of developers' for this area. City Manager advised plan <br />had been checked with developers of Motor City for this area. Planning Director <br />also advised another justification for this proposal centered on Kaiser Hospital <br />now under construction in area adjacent to Main Street, and their use of this <br />section for emergency access to hospital, other portions of Main Street not being <br />so affected. Councilman Henderson questioned affect on proposed service station <br />development on corner of Main and Veterans and was advised this development being <br />planned to take into consideration proposed plan line. There being no communica- <br />tions or oral protest, Councilman Rosselli moved to close the public hearing, <br />seconded by Councilman Petersen and carried. <br />Councilman Rosselli moved to adopt RESOLUTION NO. 5195 ESTABLISHING OFFICIAL PLAN <br />LINES FOR THE WIDENING OF MAIN STREET BETWEEN BRADFORD STREET AND VETERANS BOULEVARD <br />seconded by Councilman Petersen and carried on roll call vote, Councilman Keckley <br />being noted absent. <br />Final Propsectus and Time Table, District Assessor. <br />City Manager advised Final Prospectus and Time Table proposed for District <br />Assessor had been submitted to Council previously. Staff was now asking Council <br />to approve concept of District Assessor as outlined in the Prospectus, direct <br />Staff to prepare necessary legal documents to implement this concept, and further <br />authorize Staff to send out requests for proposals to do the work as District Assessor <br />He further advised this concept for District Assessor is one of the guidelines con- <br />tained in the Feasibility Report which was approved by the Council and on this basis <br />Council now asked to approve authorization to proceed. Councilman Rosselli asked if <br />any changes had been made since concept of District Assessor first presented at <br />public hearings in the Feasibility Report. <br />Mr. Kubelbeck, Senior Economist of DMJM, advised there had <br />been no changes since this concept had been first discussed <br />last February during the public hearings on the Feasibility <br />Report. <br />Councilman Henderson reiterated her former position that distribution of this docu- <br />ment had not been made sufficiently available to public and other agencies interested, <br />and felt opportunity should be given to obtain their reactions before Council action <br />taken on this matter. Councilman Rosselli reviewed circumstances of numerous previous <br />public hearings on this subject which he felt had been sufficient and public records <br />which were available to those interested enough to seek the information and felt <br />Council had been most ably informed from competent and dedicated Staff and expert <br />qualified consultants in order that decisions could be made by Council, without <br />further delays. <br />City Manager reviewed contacts that had been made with the County Assessor, copies <br />of draft and final prospectus that had been submitted to the Attorney General's <br />office, and advised of the necessary work at Staff level which must be accomplished <br />before any legislative action necessary by Council. <br />
