PUBLIC HEARING, Application of PATRICIA PHILIP for amendment to the Zoning Map to <br />rezone property, being a 100 x 125' parcel on the southwesterly corner of Bay <br />Road and Fifth Avenue, at 895 Fifth Avenue, fromIR to CN -A declared open and <br />affidavits of publication and mailing ordered filed. Planning Commission read <br />stating Planning Commission held a public hearing and had thereafter recommended <br />the requested rezoning. Staff report read concurring in recommendation being made <br />for granting requested rezoning. Councilman Rosselli questioned whether a study had <br />been made of this entire block as felt original discussions on this zoning had <br />indicated CN. Planning Director reviewed zoning in the area and reasons for the <br />recommendation on this one parcel because of lack of interest from other property <br />owners, and fact balance of block developing in an IR manner so possibility of inte- <br />grating zoning already considered remote. <br />Councilman Rosselli questioned whether this could be considered as Vspot zoning" <br />and was advised by Planning Director zoning requested considered more protective <br />to residential district adjacent to property. <br />Councilmen Petersen and Bury questioned building restrictions as to parking and <br />set back lines, particularly if future plans involved widening of Fifth Avenue. <br />Planning Director advised proposed plans for property had been presented which showed <br />buildings to be well set back and oriented in favor of residential properties across <br />Bay Road. Building planned for small standard grocery market, present building to <br />be removed. <br />There being no communications or oral protest, Councilman Petersen moved to close <br />the public hearing, seconded by Councilman Bury and carried. <br />Councilman Henderson moved to introduce Ordinance adding Section 60.3.16 to <br />Ordinance No. 1130, the Redwood City Zoning Ordinance, rezoning property in the <br />vicinity of Bay Road and Fifth Avenue, seconded by Councilman Petersen and carried, <br />Councilman Keckley being noted absent. <br />PUBLIC HEARING, Adoption of Official Plan Lines of Main Street, Veterans Boulevard to <br />Bradford Street, declared open and affidavits of publication and mailing ordered filed <br />Planning Commission report read recommending odoption of Plan Lines as proposed. <br />Staff report read, more fully describing proposed plan for 84' street between Veterans <br />Boulevard and Bayshore Freeway, approved on basis of elimination of a parking lane <br />on the westerly side of Main Street, and reduction to 612. feet of sidewalks on both <br />sides of street. Importance of this link between Veterans Boulevard through to Bay - <br />shore stressed because of link that Main Street has to Middlefield Road, Jefferson <br />Avenue and connection with Five Points Overpass. <br />Importance of an early decision on this segment of Main Street because of develop- <br />ments proposed in this area was pointed out. Councilman Rosselli asked whether there <br />had been any changes in this plan since first having been discussed by Council when <br />planned development for this area first proposed. City Manager stated his concurrence <br />with Staff recommendation and of few minor changes. <br />
