382 <br />Mr. Wm. Barnett, 21 Hillview, applicant, advised Lots <br />10 and 11 had been withdrawn from prezoning request by <br />written instructions on file and now only concerned with <br />prezoning on Parcels A and B as illustrated. <br />Councilman Rosselli questioned prezoning to R-1 if possibility of upgrading to <br />larger sized lots desirable for hillside property. Planning Director advised area <br />already subdivided in substandard lots according to Redwood City standards but that <br />Mr. Barnett had agreed to have property revert to acreage and be resubdivided <br />after annexation. Councilman Petersen questioned 1000' cul-de-sac if completed <br />and expressed concern for water and sewer obligations to service area, if annexed. <br />Planning Director stated cul-de-sac was matter of concern because of fire pro- <br />tection and there was a possibility it could be extended but no study had been <br />made on this possibility. He also advised zoning recommended comparable to <br />surrounding area. <br />Mr. Barnett advised Council of easements which had been <br />obtained for access of utilities from Jefferson Avenue. <br />Councilman Henderson questioned whether church proposed for portion of this area <br />was acceptable in an R-1 zone, and was advised permitted in any residential zone, <br />subject to a use permit. Discussion held on traffic problems in cul-de-sac <br />unless better ingress and egress planned. <br />Harvey West, 610 Emerald Hill Road, questioned type of <br />construction proposed for drainage and sewer. <br />After Council further questioned problems involved on drainage and sewer and <br />protection desired by City in respect to zoning before annexation, Councilman <br />Petersen recommended public hearing be continued until answers could be given by <br />Staff. City Attorney advised not inconsistent to proceed with prezoning and <br />questions being asked could be answered at any time prior to annexation. <br />Mr. Robert Rossman, 11 Springdale Way, favored prezoning <br />before annexation but opposed to piecemeal annexation <br />without planning, urging a master plan for hill areas. <br />Council consensus was for larger lot sizes than R-1. <br />Councilman Keckley moved to close the public hearing, seconded by Councilman <br />Petersen and carried. <br />Councilman Keckley moved to introduce an ordinance adding Section 60.1.10 to <br />Ordinance No. 1130, the Redwood City Zoning Ordinance, prezoning a portion of <br />Block 502, Highlands of Emerald Lake #5, being the area along Navajo Court and <br />the easterly terminus of Lakeview Way to RH-12, seconded by Councilman Rosselli <br />and carried. <br />Councilman Rosselli requested that Planning Department review whole hillside area <br />adjacent to Redwood City and report on a guideline for future annexations. Plan- <br />ning Director stated this was planned as part of their schedule. (Memo 12/6/66) <br />Mayor Herkner ordered five-minute recess. <br />PUBLIC HEARING, Application of William Barnett, for amendment to the Zoning Map to <br />rezone property being a portion of Lot 7, Block 27, Oak Knoll Manor, at 583 Canyon <br />Road, from RH to P0, declared open and affidavits of publication and mailing <br />ordered filed. Planning Commission report read recommending PO zoning be granted <br />as requested. <br />
