1383 <br />Staff report read in which site described as being adjacent to parcel which was <br />recently zoned CN, and reciting proposal of applicant to resubdivide this parcel <br />into 3 lots, two to remain in RH zoning district, and this front parcel being <br />proposed for an office building. <br />Wm. Barnett reminded Council Planning Commission and <br />Staff recommended this rezoning to PO to act as buffer <br />to RH zoning on one side and CN on the other, and urged <br />Council's favorable consideration. <br />Mr. Rossman, 11 Springdale Way, agreed corner parcel <br />adjacent to this site logically could continue as commercial <br />zoning, and probable valid logic for commercial zoning being <br />granted on application for adjacent parcel; however, he <br />questioned uses possible for PO zoning and need for allowing <br />increase of commercial uses in hillside areas and devaluation <br />of adjacent properties. <br />Councilman Petersen moved to close the public hearing, seconded by Councilman <br />Keckley and carried. Councilman Henderson moved to leave zoning as now zoned by <br />reversing action of the Planning Commission and denying the application to rezone <br />to P0, seconded by Councilman Keckley and carried on roll call vote, Councilmen <br />Henderson, Keckley, Rosselli and Mayor Herkner voting yes, Councilmen Granger and <br />Petersen voting no, Councilman Bury being noted absent. (MINUTE ORDER #66-250) <br />PUBLIC HEARING on adoption of a part of a General Plan entitled "Redwood City Downtown <br />Development Plan" declared open and affidavit of publication ordered filed. Plan- <br />ning Director's report read stating proposed General Plan for part of the terri- <br />tory of the City known as the Redwood City Downtown was being submitted with sup- <br />porting maps, diagrams, charts, objectives, principles, standards used to develop <br />it, etc. He advised Planning Commission held a public hearing on September 27th <br />and thereafter.unanimously voted to recommend that City Council adopt it as an ele- <br />ment of the General Plan for the City. A review of meetings held concerning this <br />plan was given, particularly with reference to participation by members of the <br />Downtown Committee who were the instigators of, and prime movers in the studies <br />leading to the report and model, which constitute the documentation for the Plan. <br />Planning Director stated an illustrated slide presentation had been prepared by <br />the Planning Department for Council's information. After presentation, Councilman <br />Rosselli reported plan had been in progress for last 5 years before this final <br />presentation and complimented Downtown Committee on the bold and imaginative plan <br />set forth, and trusted enthusiasm would be reactivated for implementation. Council- <br />man Rosselli moved to close the public hearing. <br />Ferris Miles, Chairman of Downtown Committee, expressed <br />his aspirations for enactment of plan and hope of con- <br />centrated action and leadership of Council to get plan <br />started. <br />Motion to close public hearing seconded by Councilman Keckley. <br />Councilman Rosselli moved to adopt RESOLUTION N0, 5211 ADOPTING A PART OF A <br />GENERAL PLAN FOR THE CITY OF REDWOOD CITY - "REDWOOD CITY DOWNTOWN DEVELOPMENT <br />PLAN" seconded by Councilman Keckley and carried on roll call vote, Councilman <br />Bury being noted absent. <br />
