374 <br />0 <br />requirements for more protection to bay waters being made by regional control <br />boards. He advised it was at this point County had undertaken study for a <br />regional county -wide program for resolving sewage problems on a long range basis, <br />and City had refrained from any additional major improvements to our system until <br />this study completed. He stated present study requested by City of their firm <br />basically to present an alternative which County study presented only in a "go - <br />it -alone" program, whereas their conclusions show desirability of City combining <br />with cities in close proximity, to form a common sewage treatment program. <br />Mr. Jenks outlined the County -wide plan for consolidation of waste materials, <br />which would eliminate multiple discharges into the Bay by having one main treat- <br />ment plant, with shared costs of construction and maintenance. He reviewed points <br />on tremendous costs involved to reach this point of concentration by piping from <br />one end of County to the other, with only primary treatment proposed at first. <br />He stated more stringent requirements would probably be established in the <br />future by control boards and that each city should treat wastes before trans- <br />portation to one consolidation point. (For full details on projected costs, <br />See City Clerk's File - "Analysis of Alternative Long -Range Sewage Plans, pre- <br />pared by Jenks & Adamson, dated December, 1966 -Sewer Treatment Program) In <br />this respect he stated their study concluded if deep channel can be reached <br />for discharge, three or four separate points of discharge might be far greater <br />protection to receiving waters than full concentration at one point only. <br />In again revieweing costs of County -wide plan, he pointed in particular to tre- <br />mendous costs involved for transportation piping alone which was planned for <br />capacity to the year 2000. He challenged the equity of forcing existing tax- <br />payers to finance this projected capacity, when present studies on this vital <br />problem might make revolutionary changes in whole concept of waste disposal. <br />Mr. Jenks stated they believed this was the basic inherent factor for favoring <br />strategic consolidation. He advised part of bond money allocated to improve- <br />ment of Redwood City treatment facilities and might logically be used for joint <br />facilities program. He reviewed plans already proposed for initial improvement <br />to City's sewage operations with construction of outfall line to Bair Island and <br />eventual discharge into deep water channel, and expanded on how this could be <br />enlarged to include a consolidation program for adjacent cities. <br />Mr. Jenks stated this sort of program considered to be more flexible in nature <br />with lower costs and commitments to long range needs which could take advantage <br />of technoligical advances expected in the future. <br />Councilman Rosselli questioned other plans for consolidation of waste programs <br />which had been reported. Mr. Jenks advised of other Statewide studies being <br />made on this problem, particularly the one under Assembly Bill 80, and other <br />studies being made for total reclamation of wastes. Councilman Rosselli ques- <br />tioned possibility of dredging outside of filled areas to deepen the entire Bay <br />which would aid in resolving discharge problems caused mainly from shallow water <br />and lack of proper flushing action. <br />
