375 <br />Mr. Jenks described difficulties of sewage disposal with this shallow water <br />problem, but stated Redwood City did not have this problem and full advantage <br />should be taken of it. Councilman Rosselli also stated his concern for deadline <br />set by Control Board for schedule of proposed corrections by December 31st. Mr. <br />Jenks stated he would recommend that Council request a postponement until March <br />1st, since the lateness of availability of cost figures from the County caused <br />a delay and more recent submission of this proposal for a local consolidated <br />program which had not yet been finalized. He stated he believed Control Board <br />would be willing to extend time table for commitments for this reason alone, as <br />they were more desirous of consolidation of disposal programs than for individual <br />cities undertaking independent action. <br />Councilman Henderson questioned effect of City's use of secondary treatment of <br />wastes compared to primary phase proposed for County-wid e plan. Mr. Jenks <br />detailed procedures of treatment classifications, advising City's procedure <br />surpasses that proposed in initial stage of County -wide program and importance <br />that Redwood City maintain status in this respect as Federal Grants' basic <br />requirements had to meet certain standards. <br />Councilman Granger asked if recommendation being made for consolidation program <br />with adjacent cities and opposing City's participation in a County -wide plan. <br />Mr. Jenks stated he would recommend local consolidation instead of regional <br />consolidation. <br />Mayor Herkner questioned time table proposed for including Redwood Shores into <br />a sewage treatment program. Mr. Jenks advised initial plans presented for <br />another plant at this site or a tie in to the City, or to take advantage of any <br />program which was available, Control Board having approved planning on this basis. <br />Councilman Petersen further questioned City's waste treatment and quality of <br />effluent. Councilman Keckley questioned proposed length of outfall pipes, to <br />which Mr. Jenks replied approximately 5500 feet off shore. Councilman Bury asked <br />if concept proposed would, as suggested, resolve problem on a limited basis tem- <br />porarily, and still be able to be incorporated into the long rangeplans encisioned <br />Mr. Jenks stated in reply that Council would be well advised to seek the solution <br />representing least amount of capital cost, as represented by consolidation pro- <br />gram with adjacent cities, while County regional planning represents maximum <br />amount. <br />City Manager requested Council's authority for (1) authorize Staff to direct <br />letter to Water Quality Control Board asking for extension of time to March 1, <br />1967, to further allow City to review studies now submitted; (2) authority to <br />permit Staff to enter into discussions with adjacent cities proposed to join <br />into a consolidated sewage program; (3) Authority to advise County of City's desire <br />to investigate the possibility of a consolidation sewage program composed of <br />
