8� <br />Councilman Rosselli questioned whether possible to proceed with land acquisition <br />proceedings. City Manager advised this would be possible if Council intended to <br />actually proceed with this construction in spite of present cost estimates. Coun- <br />cilman Henderson expressed con viction that project must proceed as Council committed <br />to resolve problem and delay would no doubt mean further increase in costs. Coun- <br />cilman Keckley made observation original costs discussed were similar to that now <br />being quoted or more, and felt recommendation should be made to proceed. Vice -Mays <br />Bury felt it would seem reasonable to proceed in light of commitment stated by <br />Council. <br />_ Councilman Granger moved to adopt RESOLUTION NO. 5222 APPROVING AND AUTHORIZING <br />EXECUTION OF AGREEMENT RELATING TO THE EXPENDITURE OF FUNDS ON THE SELECT SYSTEM, <br />seconded by Councilman Rosselli and carried on roll call vote, Councilman Petersen <br />and Mayor Herkner being noted absent. <br />Councilman Keckley moved to adopt RESOLUTION NO. 5223 APPROVING AND AUTHORIZING <br />EXECUTION OF AGREEMENT FOR REAL PROPERTY APPRAISAL AND ACQUISITION SERVICES IN <br />CONNECTION WITH CONSTRUCTION OF PEDESTRIAN OVERCROSSING, WOODSIDE ROAD EXPRESSWAY <br />IN VICINITY OF STAMBAUGH STREET, seconded by Councilman Granger and carried on roll <br />call vote, Councilman Petersen and Mayor Herkner being noted absent. <br />Councilman Henderson moved to adopt RESOLUTION NO. 5224 OF THE COUNCIL OF THE CITY <br />OF REDWOOD CITY FINDING AND DETERMINING THAT THE PUBLIC INTEREST AND NECESSITY REQUIRE <br />THE ACQUISITION AND CONSTRUCTION BY THE CITY OF REDWOOD CITY OF A PUBLIC IMPROVEMENT, <br />NAMELY, A PEDESTRIAN OVERPASS ACROSS THE WOODSIDE ROAD EXPRESSWAY, IN AND UPON THAT <br />CERTAIN REAL PROPERTY HEREIN DESCRIBED; THAT THE ACQUISITION OF A RIGHT OF WAY AND <br />EASEMENTS IN SAID REAL PROPERTY HEREIN DESCRIBED IS NECESSARY FOR SAID PUBLIC IMPROVE- <br />MENTS; AUTHORIZING THE CITY ATTORNEY TO BRING AN ACTION IN EMINENT DOMAIN TO ACQUIRE <br />SAID REAL PROPERTY AND TO APPLY FOR AN ORDER OF IMMEDIATE POSSESSION OF SAID REAL <br />PROPERTY; AND, AUTHORIZING AND DIECTING THE CITY MANAGER TO DEPOSIT MONEY FOR IMME- <br />DIATE POSSESSION OF SAID REAL PROPERTY, seconded by Councilman Rosselli. <br />On question, Councilman Henderson questioned further details as to design of overpass <br />from illustration. City Manager advised design for ramp instead of stairs for access <br />to overpass and chain link fencing shown for cover was required by the State to pre- <br />vent objects being thrown on to freeway below. Councilman Keckley questioned differ- <br />ence in design from flat tops to less attractive and bulky round top. City Attorney <br />related his conversation with an Attorney from the State Division of Highways in which <br />it was stated round top preferred because flat tops could provide surface on which <br />children could walk. Councilman Keckley asked this point be discussed with the State. <br />(Memo 12/13/66) <br />Vice -Mayor Bury questioned other type of access to overpass, particularly more <br />attractive spiral construction. City Manager advised this had been checked and <br />found considerably more costly, and also mentioned tremendous clearance needed be- <br />cause of this also being a truck thoroughfare. <br />
