394 <br />Report of "AD Hoc" Committee on the El Camino Real - Oak Median barrier and signalization. <br />Councilman Rosselli, Chairman, reviewed meeting held with Staff and property owners <br />and tenants in the Oak -El Camino area to outline the proposed improvement plan that <br />had been presented to Council on November 28th. He reported that the physical aspects <br />of the proposed plan, including the "no parking" restriction on the first block of — <br />Oak Street, met with the general approval of those present, except that it was their <br />consensus that a left turn lane should be provided for vehicles southbound on E1 <br />Camino to permit such vehicles to make a "U" turn to reach the easterly side of El <br />Camino. He stated Committee felt this reasonable in view of willingness of the <br />basic business owner on the easterly side to participate in the cost. He stated <br />discussion of financial aspects for the improvements resulted in general consensus <br />of opinion that costs estimated at $30,000 should be borne equally by the properties <br />benefited and the City, in view of State not being expected to participate. <br />He further advised Mr. Glen Smallcomb had indicated he would assume initiative <br />in securing pledges of interested parties. Councilman Petersen entered the meeting <br />at 8:56 p.m. <br />Mr. Glen Smallcomb submitted three letters of intent <br />on pledges which were read by City Clerk from following: <br />Glenn Smallcomb, of Smallcomb Enterprises, and on behalf <br />of 5 -points Shopping Center, pledged one-fourth of the <br />total cost, not to exceed $7,500 of signalization to be <br />constructed on El Camino at Oak Avenue. <br />Adrian C. Stickne , owner of Stickney's Restaurant, pledged <br />his share of the $15,000 for signalization, based on his — <br />sharea of El Camino frontage. <br />John Trewe, on behalf of Farmer's Market, pledged $1,875.00 <br />as their share of costs of pro osed signalization. Property <br />owner also expected to pledge 1,875.00. <br />City Attorney detailed breakdown percentages as being 22% for Farmer's Market, 58% <br />Five Points Shopping Center, 20% Stickney's, representing $15;000 pledge for <br />participation from property owners and tenants, total of estimated costs, $30,000. <br />Councilman Rosselli stated recommendation of Committee indicated participation of <br />50% based on estimated costs, but if less, pledges would be reduced; if more, <br />pledges would have to be increased. He complimented Mr. Smallcomb on his efforts <br />to initiate these proceedings with the property owners and stated initiative so taken <br />by the property owners and tenants indicated their good faith in that corrective <br />measures be taken to solve this problem. Councilman Rosselli recommended report be <br />accepted and Staff be authorized to proceed with negotiations with the State to secure <br />approval of the intersection plan and participation in the cost, or City participate <br />to a full 50% if State participation not possible. Vice -Mayor Bury questioned whether <br />property owners in area were aware of parking restrictions being proposed, and was <br />advised they had been discussed and it was felt benefit to be derived from opening — <br />barrier would exceed loss of parking. <br />Councilman_ Granger moved report of Committee be accepted and recommendations be <br />approved as,stated, seconded by Councilman Keckley and carried.
