He <br />stressed financial market such that total proposed complex <br />necessary for obtaining construction finances. <br />Councilman Keckley moved to close the public hearing, seconded by Councilman <br />Petersen. <br />Councilman Petersen moved to affirm action of the Planning Commission and approve <br />the rezoning of two segments by introduction of Ordinance adding Section 60.3.15 <br />to Ordinance No. 1130, the Redwood City Zoning Ordinance, rezoning property <br />bounded by Broadway, Woodside Expressway, Bay Road and the Southern Pacific <br />Railroad Spur, seconded by Councilman Rosselli and carried on roll call vote, <br />Councilmen Granger, Keckley, Petersen and Rosselli voting yes, Councilman <br />Henderson and Mayor Herkner voting no, Councilman Bury being noted absent. <br />Continued PUBLIC HEARING on appeal of LAND DEVELOPMENT & INVESTMENT COMPANY, land <br />owners, from denial by the Planning Commission of one segment of the original <br />application of the HARKER DEVELOPMENT COMPANY for amendment to the Zoning Map <br />to rezone three land segments, bounded by Broadway, Woodside Expressway, Bay - <br />Road, and the Southern Pacific Railroad spur, being portion from IP to IR -A <br />(Industrial -Restricted -Architectural Control) District, declared open and affi- <br />davits of publication and mailing ordered filed. Council reminded this public <br />hearing was continued without having been opened, from the meeting of November <br />21st, in order that Councilmight hear the evidence concerning all three segments <br />of this parcel at the same meeting. <br />Theodore Monel, Vice President and attorney for Land <br />Development Company, owners of property in question, <br />stated sale of this property contingent upon Harker <br />Development Company obtaining zoning necessary to permit <br />full complex proposed and refusal will cause deal to fail <br />with no prospects for development of the property. <br />Mr. Grabow advised they would not pursue development of <br />property if service station not permissible and economics <br />would make it impossible to proceed. <br />Councilman Petersen moved to close the public hearing. No second received. Coun- <br />cilman Keckley disapproved this as "spot zoning" in spite of good faith evidenced <br />by developer and land owner. Councilman Henderson expressed approval of develop- <br />ment and urged that appeal be granted. Mayor Herkner expressed his opposition <br />to further service station construction but feels in this instance economics of <br />situation deserved favorable consideration.
