77 <br />schedule of ten minutes, seconded by Councilman Bury and carried on roll call <br />vote, Councilmen Bury, Henderson, Keckley and Mayor Herkner voting yes, Council- <br />men Granger, Petersen and Rosselli voting no. <br />The following presentations were made by the four applicants: <br />Mr. Richard E. Linebarger, representing Community Antenna <br />T.V., made following points: their proposal was approxi- <br />mately 25% less per month than any others offered; 10% <br />rebate offer to Senior Citizens; offer of returning 5% <br />of gross to City for promotion of educational and instruc- <br />tional TV to all subscribers, which possibilities he <br />described. <br />Mr. Linebarger also stated change of bond requirement amount <br />from $10,000 to $200,000 would force withdrawal of their <br />application, and questioned why this amount of bond needed. <br />He also suggested Council consider placing a moratorium <br />on award of this franchise to allow a further study of the <br />service proposed by a Citizens' Committee. <br />John Mylod, 234 Marshall St., Attorney representing M & M <br />Cable Company, of Novato, Calif., outlined experience of <br />this Company in ownership of related fields of newspapers <br />and radio, as well as their present operation of two CATV <br />systems in the County, together with their financial res- <br />ponsibility. He stated a letter of credit can be furnished <br />to the City in any amount required to guarantee the installa- <br />tion. He reviewed the sXtems being operated in Pacifica, <br />Half Moon Bay, Moss Beach, E1 Granada, and Miramar. HE ALSO <br />advised 2600 units had been installed in six months in Pacifica <br />and outlined capabilities and experience of Staff maintained <br />for their Company. He stated their Company offered to provide <br />12 channels within the corporate limits of Redwood City; 4% <br />gross of revenue; willingness to renegotiate on a yearly basis; <br />addition of other channels when technological advances made <br />it possible; their further proposal to grant $10,000 for develop- <br />ment of educational TV for schools. <br />Mr. Verne Laughton, President of Peninsula Cable Television Corp. <br />stated their qualifications included two important requisites of <br />experience and financial responsibility, having over 15 fran- <br />chises in State of California. He pointed out the financial <br />statement of their Company's backers, Kaufman and Broad Building <br />Company, which had been submitted to Council, indicating their <br />financial resources. He asked that Council consider fact their <br />application had been the first submitted without any revisions <br />since their first proposal for a 20 channel system capacity even- <br />tually; noted letters received concerning facts of converter; <br />recited their construction performance in last five months for <br />system in Belmont, with completion scheduled in approximately 7 <br />months. He also reviewed study that had been made for route out- <br />side of City Limits of San Carlos, plus study to give School <br />District occasional use of a channel and equipment. He also <br />stated he would be General Manager besides President of the Com- <br />pany, which he felt would assure Council best and most advanced <br />CATV system possible should award be made to their Company. <br />Paul Kelly, Attorney representing Redwood City CATV, Inc., reminded <br />Council of following highlights from their previous presentation: <br />ownership and backing of their Company, installations now in pro- <br />cess throughout the County, which he showed from illustrations on <br />a chart, and the two connection points proposed for connection of <br />system to Redwood City. <br />— Harold P. See, President of Company, reiterated their proposal for <br />offering a 20 channel system as soon as program properly engineered. <br />City Manager advised a Staff recommendation had been submitted to Council and that <br />all four points which Council had ordered as conditions had been incorporated in <br />the draft ordinance granting the franchise. He also advised that all four appli- <br />cants had been contacted as to the stipulated conditions and draft ordinance had been <br />submitted as proposed, with three applicants indicating they could meetconditions in <br />all respects, one applicant protesting stipulated bond requirement, as stated to <br />Council in his presentation. <br />He advised also Staff had made recommendation to delete preferential service to <br />Senior Citizens because of difficulty at administration level, but that an ordinance <br />
