Faulstich, Plan- <br />ning Director Ken Schroeter, Director Of Public Works J. Louis Scherer, Fire Chief <br />J. L. Lodi, Building Inspector S. H. Kreiss and Deputy City Clerk Marian McCrindle. <br />Councilman Henderson moved to approve Minutes of Adjourned Regular Meeting of March 13, <br />1967, (Veterans Memorial Building) as amended (Correction of names of two partici- <br />pants in question period at presentation of Report on Redwood Shores: Arthur Hay - <br />ler, 908 Holly Road, Belmont - Dr. Joseph Grimes, 250 Alameda, Redwood City) <br />seconded by Councilman Keckley and carried. <br />CATV Franchise Award. Mayor Herkner announced procedural rules which were proposed <br />to be followed in this presentation: a]Low each of the four applicants ten minutes <br />to make their final presentation, in aphabetical order, with no rebuttal period, <br />to be followed by discussion and question period by Council before action to award <br />a franchise. Councilman Rosselli reviewed the additional conditions that had been <br />adopted by Council at meeting of March 6th for inclusion in the franchise agree- <br />ment to be awarded: (1) Four (4%) percent of annual gross revenues to be paid to <br />City' (2) a bond in the amount of $200,000; (3) a detailed analysis of rates <br />at regular five year intervals; (4) Senior Citizens to receive a 10% reduction in <br />established monthly service charges. Councilman Rosselli noted Staff had <br />recommended this last condition not be included, as it was not practical from an <br />administrative view. <br />Councilman Henderson asked whether consideration had been given to audience <br />participation for question and answer period. Councilman Keckley suggested two <br />applicants that had not made prior presentations of their proposals before Council <br />be given additional time as other two applicants had presented their proposals <br />on two different occasions. He moved that two new applicants be given fifteen <br />minute period to submit their proposals, other applicants to be held to ten <br />minute period, seconded by Councilman Bury. Councilman Petersen moved to amend <br />motion to cut ten minute schedule for presentation from applicants who had pre- <br />viously submitted their proposals to five minutes, and new applicants be given <br />a ten minute presentation period, seconded by Councilman Rosselli. Councilman <br />Henderson indicated her disapproval for changing schedule of ten minute period <br />previously set by Council as applicants had been so notified. Councilman Granger <br />indicated his agreement with Councilman Keckley's motion to give additional time <br />to new applicants and cut presentation period for those applicants that had sub- <br />mitted their proposals previously. <br />After further discussion, Councilman Rosselli asked that maker of amendment change <br />scheduling to agreed ten minutes each for all applicants' presentation as pre- <br />viously set. Maker of amendment declined to change stated motion. Amendment lost <br />on roll call vote, Councilmen Granger, Petersen and Rosselli voting yes, Councilmen <br />Bury, Henderson, Keckley and Mayor Herkner voting no. <br />Councilman Keckley restated his original motion that Council grant two new appli- <br />cants, who had not previously had opportunity to present their proposal, an addi- <br />tional five minutes, remaining two applicants to be given the previously approved <br />MR " 'st <br />
