waive policy restricting length of service in his case, as had been done for other <br />Commissions. Mayor Herkner suggested Staff contact Commissioners as recommended. <br />Councilman Bury questioned propriety of Staff making this contact instead of a <br />Council member. Mayor Herkner asked that Councilman Rosselli accept this res- <br />ponsibility in case of Mr. Beals. Councilman Henderson felt some consideration <br />should be given to intent of Resolution adopted by Council to limit terms and <br />extend opportunity to others interested in civic service. <br />Councilman Granger expressed his opposition to policy established, and favoring <br />reappointment of those with recognized qualifications and ability regardless of <br />length of terms served. Councilman Petersen commented on indication he had received <br />from Mr. Beals that his term as Commissioner, according to set policy, was ended, <br />and no mention made of interest in another term, because of this established policy. <br />Council reminded of time schedule approved for consideration of Commission appoint- <br />ments, and matter set for Council's Agenda of April 17th, with cut off date for <br />submission of any other candidates for April 3rd. (Memo 3/21/67) <br />Mayor Herkner reported on meeting he recently attended with representatives of various <br />cities in the County regarding Home Rule proposals made by ABAG and of a subsequent <br />communication received from the Board of Supervisors requesting that an attached <br />questionnaire be answered, which he stated he would submit to Council members if <br />they wished to answer same. He reminded Council that their approval had been pre- <br />viously given supporting ABAG's proposals. Council indicated questionnaire should <br />be submitted for their individual response. <br />Councilman Rosselli asked that a Council State College Site Committee meeting be held <br />Tuesday, March 21st, 8:00 A. M., City Manager's office, because State Board on <br />College Sites was to present recommendation the following day and felt Council <br />Committee should meet and set forth guidelines and recommendations for Staff to <br />proceed on. After further discussion as to convenient hour for meeting, time of <br />meeting reset for 7:30 A. M. <br />Councilman Bury commented on report submitted by City Manager relative to a letter pro- <br />posed by the County Department of Health and Welfare to residents in the proposed <br />Cordilleras -Upland -Upton Annexation urging their support of this annexation because <br />of sewage problems, and asked if Council needed to take action approving distribu- <br />tion of this communication.
