Minutes of Regular Weekly Study Meeting <br />Redwood City Council <br />March 20, 1967 7:30 P. M. <br />Meeting called to order by Mayor Herkner at 7:30 P. M. <br />Strategic Consolidation Sewerage Plan progress report. City Manager reported a copy <br />of a letter had been received from County Engineer which had been directed to the <br />Water Quality Control Board, and all cities involved, informing Board that because <br />of the general opinion of cities in the County indicating their preference for other <br />consolidation of sewerage programs rather than the County -wide program offered by <br />their study, they would proceed no further with their plan. <br />He further reported that Staff, in an effort to implement the schedule approved <br />by Council for selection of method of financing and adoption of the "Strategic <br />Consolidation Sewerage Plan", a meeting had been held with the Administrators of <br />cities involved, namely San Carlos, Belmont, Woodside, County, and Redwood City, <br />that a proposed set of ground rules and recommeridation had been developed which <br />each Administrator was to present to their respective City Council on the 27th <br />of March (County Engineer to present concept to Board of Supervisors for County <br />approval on the 28th of March) He also advised of preliminary discussions which <br />he had held with Menlo Park Sanitary District, and that he would also make re- <br />quest, when presenting report to Council next week, for authority to invite their <br />participation in the consolidated program <br />He also indicated that it would appear <br />that Redwood City, as largest City in this concept, would probably have to take <br />lead in initiating the program. He also warned dealine for presentation of a <br />program to Water Quality Control Board was due by May lst, hence necessity of all <br />involved proceeding with planned program as soon as possible. (Memo 3/21/67) <br />Councilman Henderson commented on report received from City Manager concerning City's <br />poor showing on League of California Cities Employees Safety Contest and felt <br />perhaps Council should indicate their support of any safety programs which might <br />be instituted to promote better safety measures by City Employees. City Manager <br />advised significant results had already been noted from safety program procedures <br />now under way. He also advised the program to reduce overtime which had been <br />initiated had resulted in a cut of about one-third from that of six months ago. <br />Councilman Bury commented on program in another City which had been instituted <br />for rewarding employees who had made noteworthy safety recommendations or had <br />contributed a money saving idea. Mayor Herkner asked that City Manager consider <br />suggestion made and make a report to Council. (Memo 3/21/67) <br />Councilman Rosselli commented on expiration of terms of three of the Park and Recrea- <br />tion Commissioners and asked whether the two eligible for reappointment (Jasper <br />Sipes and Robert Whitmore) had been contacted to ascertain if they would be willing <br />to serve additional terms. He also asked whether Mr. Beals had been asked whether <br />he would be interested in serving another term because of his outstanding capa- <br />bilities and contribution on this Commission and possibility the Council might <br />NAP ^,0 '67 <br />
