He also advised of the contact made with the firm of Metcalf <br />and Eddy who are doing a study for the Menlo Park Sanitary District to determine <br />the best means of solving their waste problem and of their having recommended to <br />the District that consideration be given to joining this consolidation plan, which <br />would also result in cost reductions to all participants. <br />City Manager also read letter which had been drafted for forwarding to Menlo Park <br />Sanitary District by all other cities involved in the Plan, requesting Menlo Park <br />consider joining the consolidated sewerage plan proposed. He quoted reduction <br />of proposed costs which would result if the Menlo Park Sanitary District should <br />join the consolidated plan. He advised of the procedures which would be taken if <br />Council accepted recommendations and indicated that Redwood City would have to <br />undertake the administration of procedures mainly because City is the largest <br />participant and with the greatest amount of waste. <br />City Manager also advised of the many facets which had to be considered for <br />location of outfall of waste and route proposals to main Bay channel. Councilman <br />Rosselli commended Staff for report submitted and for progress made for initiating <br />this consolidated plan, but asked whether City would be dealing directly with <br />Town of Woodside or through the Menlo Park Sanitary District, as it appeared evident <br />Woodside actively endeavoring to initiate solutions to sanitary utility problems. <br />City Manager reviewed problems which would force Town of Woodside to be split <br />two ways on disposal plans because of their topographical problem on gravity <br />flows. Councilman Rosselli questioned the pipe work now being constructed in <br />Woodside area and was advised by City Manager this construction was for purpose <br />of placing pipe line under freeway before construction, to save expense of later <br />placing pipe after freeway completed. <br />City Manager recommended that funds for City's participation in costs of proposed <br />study be authorized from unappropriated reserve of sewer fund as there was <br />approximately $300,000 in fund at present. Action deferred to regular meeting. <br />Councilman Bury expressed his concern for problems which might result because of lack <br />of a quorum for Planning Commission if other absences would occur simultaneously <br />during vacation period resulting from Planning Commissioner William Oeser's request <br />for an extended leave of absence. and whether it would be possible to have transcript <br />of meetings enabling participation of all members in public hearing, so that ac- <br />tions of Commission would not be delayed. Planning Director advised of the action <br />which had been taken by the Commission to amend the Zoning Ordinance to allow <br />Commissioners to review previous meetings where public hearings involved by a <br />play -back tape, so they would be permitted to vote subsequently. He also advised <br />request made by William Oeser was only intended for a six weeks' absence and sixty- <br />day period stated only for flexibility. <br />W 27 167 <br />
