Z <br />Planning Director explained ratio proposed waterway acreage carried to land and <br />also of the junior high school playing field in the area which contributes toward <br />the park requirement. Councilman Henderson also asked whether any dedication of <br />land being made to City and questioned difference between map illustration for <br />proposed 300 acre park and that shown in the book. <br />projects going into application for Federal funds. <br />She also questioned specific <br />City Manager advised application contained three parcels of land, Canyon Road and <br />two parcels of property abutting Community Park. Councilman Henderson asked whether <br />parcel discussed with BCDC not included and was advised by the City Manager it was <br />not. <br />Councilman Granger asked whether property adjacent to YMCA had been included in <br />application for matching funds and was advised by City Manager no action had been <br />taken on this parcel since it had not been recommended for purchase by the Winan's <br />report. He stated further, because of the high price of this relatively small <br />parcel, it was felt better to expend money for acquisition in other areas. <br />Councilman Granger asked whether this parcel had been considered by Planning <br />Commission and advised no action had been taken and had not been placed in the <br />priority list. Councilman Granger felt this matter should be turned over to <br />Council during Budget Study for Council's decision. (Memo 4/11/67) <br />Councilman Rosselli questioned whether YMCA could be involved in purchase of this <br />adjacent parcel and agreed a determination should be made for its acquisition before <br />possibility of it being sold for development purposes. Mayor Herkner questioned area <br />shown on map depicting Greco Island as open space. Planning Director explained <br />it was regional open space appearing on the County Plan and should be acquired <br />by them, not the City. <br />Wm. Royer, 1016 Blandford, speaking on behalf of Mrs. West, <br />3279 Oak Knoll Dr. and Mrs. Georgia Cervenka, 3271 Oak <br />Knoll Dr., owners of property in the area of the recommended <br />park site in Canyon Road, stated they had no objection to <br />General Plan as such and recognized need of neighborhood <br />parks, but wished to be on record concerning their ownership <br />of these properties. He advised, in specific second phrase <br />of recommendation for this park area, it would include one- <br />half of each of properties owned by Mrs. West and Mrs. Cervenka <br />and of the reason that they had requested annexation to the City <br />some two years ago in order that they might develop these <br />properties, rezoning having been now set for 10,000 sq. ft. <br />residential, and if City did take half of properties, an inade- <br />quate area would be left for development. <br />He advised of attempt which had been made to develop and sub- <br />divide the properties which had been so far prevented because <br />of difficult prevailing financial conditions, but both owners <br />wished to be on record as opposing this phase of the recommenda- <br />tion to acquire half of their properties. <br />Councilman Henderson questioned Park & Recreation Commissioner, Jack Stuart, <br />whether this property referred to had been that inspected by the Council. Mr <br />Stuart defined property which was envisioned as a park in this area and had been <br />reviewed by Council. Mr. Stuart restated both Mrs. West and Mrs. Cervenka had <br />concurred on need for a park in this area. <br />AM 10 '87 <br />
