Councilman Bury indicated his supporting proposal <br />based on the fact improvements being urged throughout City in preparation for <br />City's Centennial Year and to not support needed improvement requested by City <br />offices a little unreasonable, when foreseeable future for overall improvement <br />project in doubt. <br />Councilman Keckley stated his wholehearted support of request but advised he had <br />requested this item deleted from previous agenda due to circumstances of it being <br />placed on meeting scheduled especially for another subject, except for items that <br />were in urgent need of immediate action. Councilman Granger questioned whether <br />sum requested would completely cover the project. <br />City Manager advised it was his opinion sum requested would completely cover <br />structural work involved, as well as the necessary furniture, carpeting and <br />draperies. City Manager also concurred with statement concerning civic center <br />plans to be proposed by EBS and years it would take to effectuate, and also of <br />the indication that recommendation by EBS would include use of City Hall facili- <br />ties by the Library. He stated remodeling costs would be fully amortized before <br />new facilities are available. He further detailed improvements proposed for <br />improving efficiency of the offices. Motion carried on roll call vote, Council- <br />man Henderson voting no, Councilman Petersen being noted absent. <br />Appeal of Salvator Dovico, 2011 Poplar Avenue, from the order by the Department of <br />Public Works to remove an abandoned driveway entrance at his residence within <br />30 days, and a concrete curb be constructed, presented for consideration. Staff <br />report stated Mr. Dovico requests permission to maintain driveway entrance at his <br />residence; claims it is in perfect condition with no cracks and no flaws; drive- <br />way entrance was on premises when he purchased his home and was used by him for <br />a convenient place to wash his car. Staff recommended denial since there is no <br />driveway, garage or carport on property. Councilman Henderson moved to deny <br />the request, seconded by Councilman Keckley. Councilman Henderson advised she had <br />inspected the property and felt recommendation of Staff justified. <br />Mr. Dovico, appeared on his own behalf, and stated he would <br />not oppose Council's decision if ordered to remove the drive- <br />way approach. <br />Councilman Henderson questioned parking regulations and was advised by City <br />Attorney this regulation now covered by Zoning Ordinance #1130, although this had <br />not been the case before its adoption. Councilman Henderson felt property would <br />be much improved if driveway abandoned and curb constructed. Councilman Granger <br />moved to amend prior motion by requesting this matter be continued for one week <br />as he had not been able to inspect the premises, seconded by Councilman Bury and <br />carried.
