Councilman Granger questioned whether it would be possible to obtain an <br />entranceway to Union Cemetery from this parcel and was shown on illustrated <br />slide why it would be doubtful to gain entrance from this location. Council- <br />man Bury expressed his views from observation of site and being aware of need <br />of small homes adjacent to downtown area, or at least near public transportation, <br />and felt perhaps granting of variance held merit. He also stated his previously <br />requesting that a plan be submitted for getting a standard set for the substan- <br />dard lots still prevalent in the City to permit development. <br />Councilman Petersen moved to close the public hearing, seconded by Councilman <br />Keckley and carried. Councilman Bury moved to reverse the action of the Plan- <br />ning Commission and approve the request for the variance. Motion lost for lack <br />of a second. <br />Councilman Henderson moved to affirm the action of the Planning Commission and <br />deny the appeal, seconded by Councilman Keckley. Councilman Granger asked if <br />other building plans were possible which could be granted, such as a dwelling <br />over a garage on this site. City Attorney advised such variances had been granted <br />but all under certain specified conditions set by ordinance. Councilman Granger <br />again stated all possible should bedone that would contribute to resolving this <br />matter. Motion carried on roll call vote, Councilman Bury voting no, Councilman <br />Rosselli being noted absent. (MINUTE ORDER #67-68) <br />Councilman Bury again suggested requesting Planning Staff to make a recommendation <br />for resolving problem of substandard lots which would allow for the building of <br />the small houses that the City needs. Councilman Petersen still recommended that <br />State be contacted and assistance also be sought of Senator Dolwig and Assembly- <br />man Britschgi in an attempt to resolve this problem. <br />Councilman Keckley agreed with statements made by Councilman Petersen. Councilman <br />Henderson agreed with Councilman Bury that a report should be submitted on the <br />substandard lots, and reminded Council this request had been made on several <br />previous occasions. City Manager advised that Staff had advised when a report on <br />sub -standard lots was first discussed; that a summary on the total number of 25' <br />lots would be a part of the studies included in the General Plan, and that a sur- <br />vey request now might delay complete study. Mayor Herkner felt Staff was aware <br />of Council's indication of need for a study and report on this subject. (Memo 4/18/67) <br />PUBLIC HEARING, Resolution of Intention of the Planning Commission to amend Section <br />40.6, Ordinance No. 1130, relating to ability of members absent from Public <br />Hearings to vote on matters arising therefrom, declared open and affidavit of <br />publication ordered filed. Present provision of Zoning Ordinance No. 1130 read <br />as follows: <br />"No action shall be taken by the Commission or Council <br />on any matter required to be acted upon by such bodies <br />by this ordinance except upon the affirmative votes of <br />at least a majority of the members present at all stages <br />of the proceedings." <br />APR 17 '$? <br />
