q24 <br />City Manager advised ordinance as proposed included more than just the change <br />to reduce membership on the Veterans Commission, and asked that City Attorney <br />advise Council of other points covered in the proposed ordinance. City Attorney <br />advised Council of the desirability of organizing a format in the Code covering <br />general rules and regulations of all Commissions, and which had been prepared in <br />this proposed ordinance. Changes necessary for the reduction of the Veterans <br />Memorial Commission from 7 to 5 members, had been included. Other specific <br />changes could be made as needed for other Commissions, thereby gradually updating <br />the Code. <br />City Manager stated this change was also discussed as to its compatibility with <br />procedural manual now being prepared for Staff use. Motion carried. <br />Councilman Rosselli nominated Richard McIntosh for appointment to Veterans <br />Memorial Commission. Councilman Bury moved to nominate John Weare for reappoint- <br />ment to the Commission. Councilman Rosselli moved nominations be closed and a <br />unanimous ballot be cast for nominees, John Weare and Richard McIntosh, for <br />appointments to this Commission, seconded by Councilman Keckley and carried. <br />(MINUTE ORDER #67-12) <br />Councilman Keckley moved to adopt RESOLUTION NO. 5252 AUTHORIZING SUBMISSION OF <br />BUDGET PROPOSAL TO DEPARTMENT OF PUBLIC WORKS FOR FUNDS ALLOCATED UNDER SECTION <br />2107.5 OF THE STREETS AND HIGHWAYS CODE, seconded by Councilman Henderson. <br />Staff report stated this was the annual routine approval of the $7500 per <br />year allocated by the State for engineering on any and all street projects, <br />without specific reference to any particular project. Councilman Henderson ques- <br />tioned where these funds were placed in the budget and was advised by Auditor - <br />Accountant it was used within the engineering department for special studies. <br />Motion carried on roll call vote, Councilman Petersen being noted absent. <br />DAMAGE CLAIM of Elna I. McQueeney, 1105 Blandford Blvd., for personal injuries <br />alleged to have been caused from fall on City property, denied and referred <br />to insurance carrier on motion of Councilman Rosselli, seconded by Councilman <br />Henderson and carried. (MINUTE ORDER #67-13) <br />No COMMUNICATIONS WERE RECEIVED. <br />Councilman Bury asked that he be permitted to report on his attendance at National <br />League of Cities Conference held in Las Vegas in December, 1966, as had been <br />requested by Council. He reviewed the interesting and informative series of meet <br />ings which he had attended as member of the Finance Commitee and the subjects <br />discussed primarily concerning problems of cities in the whole United States, <br />whether small or large. <br />He reported on 3 major points of discussion: 1) Responsibility of the City to <br />furnish services. 2) Home rule at the local level. 3) Financing of local govern- <br />ment and property tax relief. He stated his interest in observing the imagina- <br />tiveness and integrity by which problems were attacked. Federal financial <br />assistance, and so-called "super -government" were discussed. He further commented <br />
