42 <br />felt City Manager's report recently submitted indicated all possible was <br />being done by City to expedite this matter. <br />Notification from League of California Cities of League <br />Committee on Home Rule, set for Tuesday, May 9, 1967, <br />Senator Hotel, Sacramento. <br />Mayor Herkner felt Council should approve Councilman Rosselli's attendance <br />as a member of this Committee. Councilman Granger moved that Councilman <br />Rosselli be permitted to attend this meeting, seconded by Councilman Bury. <br />Attendance at this meeting by other interested Council members was discussed, <br />the concensus being that in the interest of economy, only the official <br />representative to the League Committee should attend. Motion carried. <br />(MINUTE ORDER #67-76) <br />Reply from City Attorney and Chief of Police relating to <br />communication referred to them for a report from Los <br />Angeles County Supervisors' Association on "Preemption <br />Legislation"; submitting their recommendation for en- <br />dorsing legislation proposed and suggesting this matter <br />be included with other legislative items being con- <br />sidered by the Legislative Committee. <br />City Attorney reported a formal suit had been filed by Clyde Henry against <br />the City and he would proceed to prepare a defense. <br />Councilman Henderson questioned when following reports would be submitted <br />to Council: <br />1. City Manager's further report on Cinnabar operations <br />for possible Council date of May 22nd. <br />(Memo 4/25/67) <br />2. Year 99 Preparation Committee request for clean-up <br />campaign and action proposed to be taken. <br />City Manager referred to his report indicating Staff had been working closely <br />with the Year 99 Clean-up Committee and plans had been completed as proposed <br />for the clean-up program planned for April 29th and 30th, with arrangements <br />being made for publicity (For full text see City Manager's report dated <br />April 14, 1967). <br />Councilman Henderson stated she also questioned request made by Year 99 <br />Preparation Committee for additional participation by City for future "house- <br />keeping" of downtown business area. City Manager advised if this request con- <br />sidered for the downtown section it would likewise be expected along El Camino <br />and other sections, and it would be his recommendation that City not participate <br />in an operation of this kind. He reminded Council this had been thoroughly <br />investigated previously and merchants had been contacted to subscribe to a <br />clean up service to cost $1.50 per week and only 8 merchants had subscribed <br />to the proposed program. <br />Councilman Henderson announced Public School Week programs being held through- <br />out the City and invited Council members to attend the open house planned at <br />Kennedy School, Thursday evening, or at least to attend one of the open house <br />programs in a school. Mayor Herkner announced open house planned for Henry <br />Ford School on Tuesday evening. <br />Councilman Rosselli moved to adjourn, seconded by Councilman Bury and carried. <br />Meeting adjourned at 11:25 P.M. <br />HELEN C.
