Minutes of Regular Meeting <br />Redwood City Council <br />May 1, 1967 7:30 P. M. <br />Pledge of Allegiance led by Nancy Girard, Carol Johnson, Julie Reinsch, and Carol <br />Wylie, of Cadet Girl Scout Troop #1833. <br />Invocation led by Reverend John Haverland, St. Peter's Episcopal Church. <br />ON ROLL CALL the following were noted present: Councilmen Robert Bury, Floyd D. <br />Granger, Mary W. Henderson, Paul C. Keckley, Herbert G. Petersen, John S. <br />Rosselli, Mayor Sidney D. Herkner and City Clerk Helen C. Moore. Also noted <br />present were City Manager Howard C. Ullrich, City Attorney Richard E. Gardella, <br />Assistant City Manager Henry V. Burget, Police Chief William Faulstich, Fire <br />Chief J. L. Lodi, Planning Director Ken Schroeter, Director of Public Works J. <br />Louis Scherer, Auditor -Accountant Jack Ference, and Deputy City Clerk Marian <br />McCrindle, <br />Councilman Keckley moved to approve Minutes of April 24, 1967, as mailed, seconded <br />by Councilman Granger and carried. <br />Long -Range Pre -Architectural Facility Planning Study, Civic Center (Municipal <br />Buildings) presentation by EBS Management Consultants. City Manager introduced <br />Mr. Delbert L. Davis, of EBS, and stated, after basic summary of study had been <br />presented, he would suggest that Council accept the Report and direct the Staff <br />to report buck with recommendations for staging and financing. He advised <br />Council that the Report would represent the final recommendations of EBS, <br />resulting from numerous meetings and consultations with Staff. <br />Mr. Davis introduced other members of Company present and proceeded to give <br />summary of highlights of the Report with slide illustrations reproduced therefrom. <br />Considerations which had been evaluated in making the report for future munici- <br />pal services requirements from present administrative and service departments <br />to their near-term and long-range needs. He stated the analysis and projections <br />in the final Report set the minimum desirable standards for subsequent develop- <br />ment of personnel and space requirements, and recommendations for future land <br />requirements and locations, which resulted in this Report of a facilities develop- <br />ment program. <br />It was stated the Report would also assist in determining future budgetary <br />requirements and incorporating these needs into the City's Capital Improvement <br />Program. He reported on the two basic concepts of the Report to years 1980 with <br />population estimate of 133,000 and 2000 to anticipation of 175,000 estimated <br />population, area depicted included entirety of Redwood Shores and up to site <br />of new college. Personnel needs from present 357 employees to anticipated 1,000 <br />predicted for after year of 1980. <br />Review was made of present facilities and of how evaluation was made in respect <br />to Library, Fire and Police, Corporation Yard facilities, etc., with recommenda- <br />tions given for resolving the acute needs immediately. Land area requirements <br />described for a total Civic Center of approximately 6.4 acres with recommendation <br />that it be maintained as a unified Civic Center. He commented on how various <br />architectural schemes could be used as to placing of buildings and showed illus- <br />trated slides of other cities' civic centers. <br />43 <br />ww i 'a <br />
