44 <br />Review made of extensive amount of time given to consideration of location sites <br />and evaluation from all angles as to efficiency, cost, prestige, pointing out <br />some fifteen sites which had been under consideration initially by an architect <br />and land appraiser. He stated resultant recommendation consisted of recommend- <br />ing present site be maintained and expanded for the Civic Center for numerous <br />reasons, mainly because of impact upon surrounding area, cost of existing site <br />being comparable to most of other sites as far as potential acquisition costs <br />concerned. He stated it was most desirable at this point that an architect be <br />consulted to provide the alternatives possible for plotting of area. _ <br />Cost of a total Civic Center as projected was estimated at 7.5 million dollars, <br />that development of new Municipal Service Center (Corporation Yard) facilities <br />at approximately 1.4 million dollars, and further breakdowns were given for each <br />municipal facility building. Costs of present construction were given and fact <br />that costs are still rising from 3 to 5% per year. It was suggested a phase <br />program be set as soon as possible under guidance of financial consultants. <br />The hazardous prevailing conditions at the Corporation Yard warrant considera- <br />tion of a high priority for rebuilding this facility. Councilman Henderson <br />questioned library planning recommendations. Councilman Bury questioned use <br />of air space and why not considered a factor in the Report. Mr. Davis des- <br />cribed how these factors had been considered in the way of high rise for building <br />structures and use of Parking District area which presented certain legal con- <br />siderations to be answered. Councilman Bury further questioned recommendations <br />for Corporation Yard and if elevation of street had been considered, and was <br />advised of the study that had been made on these points. <br />Councilman Rosselli questioned other sites and expressed his feeling that other <br />sites should be given more consideration, in view of the few sites which might <br />be available. Mr. Davis reviewed studies which had been made on other sites from <br />point of view on loss of prime industrial or commercial areas and resultant tax <br />loss which would be faced, present site having been considered as stimulant to <br />the downtown area and in keeping with Downtown Plan. Councilman Rosselli suggested <br />need for additional review by Council of this Report in order all alternate con- <br />siderations could be discussed. <br />Councilman Petersen asked significance of acceptance of the report by Council and <br />also need for Council's complete study. City Manager advised that report sub- <br />mitted completed EBS services as to recommendations and scope of charges assigned <br />to them, but acceptance of the Report did not imply that Council would approve the <br />recommendations made. He did state Staff concurred with recommendation made for <br />maintaining the present site for development of the Civic Center, together with <br />need for future study on use of air space over parking lot and over Middlefield <br />Wd 1 '87 <br />
