City Manager stated <br />bidder had not been contacted and no answer was available in this particular <br />instance, but that frequently bidders did submit a so-called courtesy bid in <br />order to keep their name on the bid list even when they were definitely unable <br />or not interested in accepting a specific construction bid, and this might have <br />been the case in this instance. <br />Director of Public Works stated in checking this particular bid it was evident <br />that bid was consistently higher on all items throughout the proposal. Council- <br />man Bury indicated he was still interested in this particular bid, and would <br />discuss the matter with Mr. Adamson as to why bid proposal might have been read <br />and interpreted differently than by the other bidders. Motion carried on roll <br />call vote. <br />Formation of Improvement District, Bel Air Way. City Manager's recommendation sub- <br />mitted to Council previously, based on a report and recommendation from the Plan- <br />ning Commission, that Council authorize the necessary steps to commence proce- <br />dures for an improvement district for Bel Air Way. Slide shown illustrating the <br />property which would be involved. Councilman Rosselli moved to authorize prepara- <br />tion of plans and specifications; advance of preliminary costs from the Engineering <br />Revolving Fund, to be reimbursed by the District; appointment of an Attorney for <br />the District, seconded by Councilman Keckley. <br />Mayor Herkner stated his concern for easement proposed from one lot (Lot 41) for <br />access on to Bel Air Way, having frontage on Jefferson Avenue, and also questioned <br />M 8 "67 <br />I <br />
