for its introduction if Committee would recognize any of the suggestions made at <br />this meeting and make such amendments before introduction that were felt to be <br />necessary, or that this introduction be continued for one week for a special re- <br />view by Committee for this purpose. <br />Councilman Bury advised most of the points discussed had been anticipated and <br />studied by the Committee, but probably some should be reconsidered for eventual <br />amendment, but if introduced as recommended now, the ordinance would not be pre- <br />judiced for adoption. <br />City Attorney advised it would be possible to introduce ordinance and at the <br />time of adoption, amendments could be introduced if any considered necessary, which <br />would become effective immediately thereafter. Councilman Granger again pro- <br />tested action being taken for introduction at this time. City Attorney explained <br />difficulties which would be presented on procedures of administration should <br />ordinance not become effective and new schedule which would have to be arranged <br />to avoid conflict with present ordinance. <br />Councilman Petersen concurred with statements made concerning points which had <br />been considered by the Committee and recommended Ordinance be adopted and recon- <br />sidered for possible amendments thereafter, because of conflicts which would be <br />presented, as previously stated, should ordinance not become effective at <br />beginning of the new fiscal year. <br />Councilman Henderson concurred with Councilman Petersen's statements, and again <br />moved to introduce the ordinance, seconded by Councilman Keckley, who stated his <br />reasons for introducing Ordinance were based on strong recommendation by the <br />Committee, but indicated his questions concerned certain categories which he felt <br />should be reconsidered for possible future amendment. Councilman Granger stated <br />his lack of time to review ordinance thoroughly, but asked if Committee would <br />review points brought out during discussion of this ordinance and report on <br />their findings before considered by Council for adoption. Mayor Herkner re- <br />quested copy of points raised during discussion of proposed ordinance be pre- <br />sented to Committee Chairman. (Memo 5/23/67) Motion to introduce Ordinance <br />carried on roll call vote. <br />Mayor Herkner announced Mr. Glenn Smallcomb was present to make a contribution towards <br />costs for opening of median barrier and signalization at Oak Avenue and E1 Camino, <br />from the merchants involved in this proposal. <br />Mr. Glenn Smallcomb presented two checks totaling $15,000 <br />representing contribution to costs of this proposed opening <br />of the median barrier and signalization by merchants involved, <br />and stated it was his understanding that the plans for this <br />work had been approved by the State and funds had been made <br />available by the City for sharing costs also. <br />City Manager stated the State had not yet approved the plans and specifications <br />as sent to them with a request for encroachment permit for the construction work. <br />City Attorney recommended that an agreement be prepared for Mr. Smallcomb's pro- <br />tection covering use of the money which had been presented in case something should <br />W 22 •67 <br />
