81 <br />assured Council that Planning Commission aspired always to upgrade new construc- <br />tion development, but that it was their opinion this proposal would not so upgrade <br />the area. <br />Councilman Keckley moved to affirm the action of the Planning Commission and <br />deny the appeal, seconded by Councilman Henderson. Councilman Henderson stated <br />her second based on statement made at Planning Commission meeting during discussion <br />of this matter which she quoted relating to "kind of community Redwood City aspires <br />to",.which clearly indicated this proposed development did not. <br />Councilman Granger left the meeting at 9:30 P. M. <br />Motion carried, Councilman Granger noted absent. (MINUTE ORDER #67-103) <br />Councilman Bury moved to adopt RESOLUTION NO. 5369 APPROVING SPECIFICATIONS AND <br />CONTRACT DOCUMENTS FOR THE REMOVAL AND/OR CONSTRUCTION OF CONCRETE WORK IN <br />THE CITY OF REDWOOD CITY; AND, AUTHORIZING CITY CLERK TO CALL FOR BIDS THEREFOR, <br />seconded by Councilman Keckley. <br />Councilman Petersen left the meeting at 9:32 for 3 minutes. <br />Staff report stated this contract requested because of volume of concrete work <br />anticipated under authorization by Council, with an allocation of funds in the <br />amount of $10,000 for repair of sidewalks where damage was ascertained to be <br />caused by City trees, and since piecemeal awarding of this work would result in <br />higher costs, it seemed more prudent for the City to seek competitive bids and <br />benefit by the price advantage. Councilman Bury asked whether property owners <br />would also be able to take advantage of these savings in costs. City Manager <br />stated it had been administrative policy not to recommend any specific contrac- <br />tor if work is done by property owner. <br />Councilman Henderson questioned procedures proposed by this action. City <br />Manager stated specifications are of a technical nature and intended for obtaining <br />unit costs prices and each repair job would then be subject to these prices. <br />City Attorney stated specifications and procedure similar to that of weed abate- <br />ment program, not relating to a specific item but covering an over-all program. <br />Motion carried on roll call vote, Councilman Granger being noted absent. <br />Councilman Rosselli moved to introduce Ordinance repealing Chapter 15 of the Code of <br />the City of Redwood City, relating to the adoption of a Gas Code, seconded by <br />Councilman Bury. This action requested by the Chief Building Official since this <br />section had not been repealed because of an oversight when the 1964 Uniform Plumb- <br />ing Code was adopted. Councilman Henderson asked if this was similar to codes of <br />other cities and was advised by Chief Building Official this was adopted on a <br />fairly uniform basis. Motion carried, Councilman Granger noted absent. <br />Councilman Rosselli moved to adopt ORDINANCE NO. 1130.71 ADDING SECTION 60.4.3 TO <br />ORDINANCE NO. 1130, THE REDWOOD CITY ZONING ORDINANCE, REZONING PROPERTY WITHIN <br />THE REDWOOD PENINSULA AREA (GID 1-64) seconded by Councilman Bury. <br />On question, Councilman Henderson asked for explanation of zoning in this action <br />first having been referred to as R-1 and R -1-P at Planning Commission level, and <br />when presented to Council thereafter was referred to as R -2-P for one section. <br />Planning Director stated when application first made, an area had been envisioned <br />as R -2-P to be developed into townhouses or patio type development, the P- Com- <br />bining District having been added as only way the patio or the townhouse type <br />W 22 '8T <br />
