88 <br />Councilman Petersen expressed his objections to statements made concerning <br />proposal to restrict agreement with Stone & Pungberg to a particular indi- <br />vidual, as felt Council's previous actions had clearly indicated their belief <br />in this firm and their advice on City affairs. <br />Councilman Rosselli stated he felt Council's motion accepted full and complete <br />recommendation made by Staff. Mayor Herkner announced roll call vote would be <br />on action as recommended in the Staff report. Motion carried on roll call vote. <br />(MINUTE ORDER #67-98) <br />City Manager asked that this item requesting approval of a Supplementary Agree- <br />ment for water main enlargements for Junior College District (Canada Campus) <br />be deleted from this Agenda for one week as a small area of concern had developed <br />in this matter which needed further review. Mayor Herkner announced item would <br />be on next Council Agenda of June 5th. (Memo 5/23/67) <br />Councilman Bury moved to adopt RESOLUTION NO. 5370 REPEALING RESOLUTION NO. 4326 <br />RELATING TO TRAILER PARKS, seconded by Councilman Granger.' <br />Chief Building Official's report stated the cost of inspection and enforcement <br />of the many State regulations on mobile homes far exceeded the fees collected by <br />the City. He also reported the State Division of Housing was staffed with field <br />personnel trained to provide the necessary enforcement of the law, and it was <br />his recommendation to revert enforcement back to the State of California, <br />Division of Housing and Community Developments by this proposed action. <br />It was further reported if this action is taken, the City would still retain <br />complete zoning control of any existing and proposed mobile home park developments <br />in accordance with State legislation. Councilman Rosselli expressed concern for <br />proposed action resulting in another step of giving away Home Rule and felt reten- <br />tion of jurisdiction by the City should be maintained in every possible way. He <br />questioned whether it would be possible to increase fees in order that the City <br />might be able to handle this enforcement. Chief Building Official stated State <br />Department of Housing and Community Development had already completely pre-empted <br />this field by legislation some five years ago on enforcement and that City could <br />make no change of any kind. He advised some fifty cities in the State have since <br />referred this back to the State because of the present legislation. <br />* 22 '67 <br />
